    Behavioural guidance is appropriate to the age and development of each child. [CCLR Sec.51(1)(a)]

    Observation. Licensing observed that children were seated in chairs engaged in a variety of individual table activities for an extended period. At the time of observation, children had already been seated for more than 10 minutes. Upon inquiry, both the manager and staff confirmed that children had been seated for approximately 40 minutes. Licensing asked how children accessed materials for the activity. Staff stated that children remained seated and would point to desired toys, which staff would then retrieve for them. Licensing explained that this practice limited children’s ability to move freely, make independent choices, and actively explore their environment. Licensing explained that based on the observation, this scheduled activity was not appropriate for the children and is considered a form of restraint.

    Observation. At the time of the inspection, Licensing observed that when educators were asked about the centre’s policy on behavioural guidance, they were not aware of the centre's policy.

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. Licensing observed the following: Toys and materials available in the classroom were not appropriate for children under 36 months of age. Several items posed a choking hazard due to their small size, and small parts that could detach or break off in a child’s mouth, potentially causing injury. A large mat was available in the main activity area to provide a soft surface, which only covered a quarter of the room. This limited the space where children could safely crawl, practice walking, and explore, resulting in portions of the room without adequate cushioning for infants and toddlers. Outdoor - posts attached to the awning for stability have a concrete tile base. Licensing is concerned there is a risk of injury to a child if they were fall and land on the concrete base.

    Observation. Licensing observed a limited amount or lack of materials and equipment for both indoor and outdoor activities that are designed for the various development ages and stages currently enrolled in the program.
