- STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. 2 staff did not have Criminal Record Checks (CRC) conducted through the Criminal Record Review Program (CRRP). The staff's CRC's were completed through the RCMP.
Corrective action. The Licensee said that she will provide the staff with the access code so that they can complete them through the CRRP.
12040 - CCLR s.19(1)(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. The Criminal Record Check clearance letter for 2 individuals living in the home expired in August of this year.
Corrective action. The Licensee said she will ensure that the CRC's will be renewed.
12160 - CCLR s.20(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. One staff did not have record of their Immunization status.
Corrective action. The Licensee said that she will obtain a record of the staff's immunization status.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection Licensing observed: -One fence panel in the outdoor play area is fully unsecured on one side, and another panel is in disrepair with a large gap at the bottom, making the unlicensed area of the backyard accessible to children. -Garden tools- metal hand rake and spade was within children's reach - Kitchen cabinet under the sink had items such as cooking oil and plastic bags, was accessible to children. During the inspection the manager placed a childproof lock on this cabinet. - Most of the nap mats have visible tears along the edges, exposing the foam beneath it which cannot be sanitized effectively. This is a repeat violation from SMIA-CTFRME dated 5 July 2023.
Corrective action. Manager will submit a plan to Licensing by July 8, 2024 to address these contraventions.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): During children's bathroom routine; licensing observed manager washed her hands but two children did not wash hands after using the bathroom. The importance of proper hand washing to prevent illness was discussed with the manager. Children hands were washed during the inspection.
Corrective action. Manager said that all children will be assisted to ensure they wash their hands properly after using the toilet.
15030 - CCLR s.46(1) - LICENSING
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. Medication required in a child's care plan had expired in November 2023. Manager was not aware that the medication was past it's expiration date.
Corrective action. Manager said that she will ask the parent today to provide medication that is not expired.
10120 - CCALA s.7(1)(b)(i) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. One staff's ECEA certificate was not validated by the ECE Registry.The Manager was not aware that ECE/ECEA certificates need to be verified through the Early Childhood Educator Registry.
Corrective action. The manager will validate staff's ECEA certificate and keep the evidence of the results in staff file.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. One staff file had only one character reference; which was not verified. The manager said reference had been verified; although there was no evidence in staff file to support this.
Corrective action. The Manager will verify the references and document the date of verification in staff’s file.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed two staff files; while one staff's CRC was not expired, it was not addressed to this facility.
Corrective action. Manager said sharing of CRC results will be initiated through the Criminal Record Review Agency sharing program.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Some of the mats used for sleeping have torn edges and cannot be sanitized effectively.
Corrective action. Ensure all nap equipment and furnishings are in good repair and can be sanitized effectively.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed that contents of two drawers and one cupboard in the kitchen area were accessible to children. Manager corrected this during inspection.

- MEDICATION

Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed that medication for two children was not accessible to the manager. This was corrected during the inspection..
Corrective action. Please ensure that medication is readily accessible and available at all times.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. During a review of the fire drill records, Manager informed Licensing for the months of June and July 2022 fire drills were not practiced.
Corrective action. Please ensure fire drills are practiced and recorded monthly
