  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Some sleeping mats from the under 36 months and 30 months to school age programs were torn.

  Corrective action. Please ensure the equipment used by the children are in good repair.

  Observation. A child's medication expired in December of last year.

  Corrective action. Please ensure non-expired medication is available.

• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. The fire extinguisher in the school age program required to be serviced in May of this year.

  Corrective action. Please ensure fire extinguishers are serviced annually.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. Record of fire drills for March and July of this year were missing from the under 36 months program. The staff confirmed that they conducted the drills.

  Corrective action. Please ensure record of monthly fire drills.

  The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

  Observation. A care plan from the 30 months to school age program required to be reviewed in February of this year with the parent or any person requested by the parent.

  Corrective action. Please ensure yearly care plan reviews.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Licensing reviewed 7 staff files and 3 staff were missing record of immunization statuses.

  Corrective action. Please ensure a record of staff's immunization status prior to employment.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. One staff member was missing record of certificate validation.

  Corrective action. Please ensure staff's certificates are validated using the system maintained by the early childhood educator registry.

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. it was noted in the IT room and the 3-5 there are areas on the wall where the paint is chipped and the gyprock exposed, also that the change mat is torn and no longer cleanable

  Corrective action. please ensure the walls and the change mat is addressed or a plan of action created to address the contraventions

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. One of the IT rooms is staffed with 2 ECE's and one ECE Assistant on Mondays. As per Schedule E, an IT needs to be on-site at all times.

  Corrective action. Please ensure appropriate staff to child qualifications.

  Observation. Licensing reviewed staff files and one staff was missing record of their certificate validation.

  Corrective action. Please ensure certificates are validated using the system maintained by the ECE registry.

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. In the toddler program, the children's bedding were kept on the mats and the mats were stored on top of each other.

  Corrective action. Please ensure children's beddings are not touching.

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. Multiple programs did not have record of last years emergency evacuation drill.

  Corrective action. Please keep record of the yearly emergency evacuation drill (earthquake drill).

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Licensing reviewed a combination of 6 staff files from the under 36 months and 30 months to school age programs. Upon review, Licensing observed that 2 criminal record check clearance letters were not site specific. The Manager advised that the applications were sent for the sharing process.

  Corrective action. Please ensure criminal record check clearance letters are site specific. Please advise once received.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The following was observed in regards to equipment not in good repair: > In the infant program, two playards had holes in the mesh. A staff member removed the playards and replaced them with extra sleeping mats. > In the 30 months to school age program, multiple sleeping mats had holes along the edges, exposing the foam. A staff member advised that they will address the tears until they receive new sleeping mattresses.

  Corrective action. Please ensure furniture and equipment are in good repair when the children are in care.

• LICENSING

  A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): One certificate was not posted in the toddler program and one certificate was not posted in the 30 months to school age program (Room B).

  Corrective action. Please ensure certificates are prominently displayed.

  When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

  Observation. In an email sent to families, it was messaged that this summer, Preschool was offered out of Room B. This room is Licensed for a 30 months to school age program and not Preschool. The advertising needs to reflect the service type that the program is licensed for.

  Corrective action. Please ensure that advertising and messaging reflects the program being offered.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. Licensing reviewed the staffing schedule and determined the following: > This month, an ECE Assistant was scheduled to open in the under 36 months program when ITE staff were available. As per Schedule E of the CCLR, there needs to be an ITE in the opening and closing shifts. > This month, an ECE Assistant was scheduled to close in the 30 months to school age program. As per Schedule E of the CCLR, there needs to be a ECE in the opening and closing shifts. An ECE Assistant can work in those shifts if the ECE is absent for less than 30 days.

  Corrective action. Please ensure appropriate staff to child ratios at all times.

  Observation. Licensing was unable to review fire drill records from the under 36 months programs because they could not be found during the inspection.

  Corrective action. Please ensure fire drill records are available.

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. There were multiple days in June when children were not signed into the 30 months to school age program (Room A).

  Corrective action. Please ensure record of children's arrivals.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry.   Observation. Licensing reviewed 5 staff files and observed that record of ECE verification was missing for one staff. This is a repeat contravention as it was coded on the last follow-up to routine inspection report.

  Corrective action. Please ensure record of certificate verification.

  Observation. Licensing observed a tippable standing lamp in the 30 months to school age program (Room A).

  Corrective action. Please ensure the lamp is secured.

  Observation. Licensing reviewed the attendance record and observed that on September 16, 2020 there were 26 children in care in the 30 months to school age program (Room A). The manager advised that the program was over ratio for 20 minutes.

  Corrective action. Please ensure that the program does not exceed a max capacity of 25 children.

  A licensee must keep, for each child, a record showing the following information: (g) any notification of a parent, emergency contact or medical health officer made under section 55 [notification of illness or injury].

  Observation. There has not been any record of parent notifications following any minor injuries or illnesses involving children while in care.

  Corrective action. Please keep records of parent notification.

  A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.

  Observation. Licensing reviewed 5 staff files and observed that 2 staff had expired criminal record checks (CRC).

  Corrective action. Please ensure CRC's are renewed every 5 years.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

  Observation. Licensing reviewed 5 staff files and observed that record of certificate verification was missing for 3 staff.

  Corrective action. Please ensure certificates are verified using the system established by the ECE registry.

  Observation. Licensing reviewed 5 staff files and observed the following: > 2 staff did not have shared criminal record check (CRC) clearance letters. > 1 staff did not have a CRC clearance letter from the Criminal Record Check Review Program; they had one from the RCMP.

  Corrective action. Please ensure staff have CRC's prior to employment.
