A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): The diaper mat in the infant washroom was torn in multiple areas. The Manager ordered a new one during the inspection.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed bedding was stored in contact with other bedding and the change pad in the bathroom had tears in the vinyl cover in two areas, preventing effective sanitization.
Corrective action. Licensee ordered new changed pad during the inspection which will arrive on Sunday, and also created a bedding storage space on one of the shelving units and moved bedding there to store bedding separately. This corrected the contravention during the inspection. No further action is required.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensing reviewed 3 staff files and one staff did not have a current validation for their ECE.
Corrective action. This was corrected during the inspection.
12140 - CCLR s.19(4)(a) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. It was identified that only 2 programs would combine in the morning (30 months to school age and toddler programs). The infant room would also be opened and operating on their own during this time. Licensing advised that all programs will need to combine for no more than half an hour (no more than 8 children and 3 children under 3) in order to apply this section.
Corrective action. Please advise on new plan for opening and closing schedule.

Observation (CORRECTED DURING INSPECTION): Infant/Toddler Ratio - Staff to Child ratio not maintained as an ECE assistant was providing care alone to 4 children.
Corrective action. Please ensure appropriate staff to child ratios at all times.
