A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. One play pen in the infant program had a hole in the mesh.
Corrective action. The Manager said that this will be addressed.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The fire extinguishers required to be serviced.
Corrective action. The Manager said she will ensure they will be serviced this month.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. One child's care plan was not reviewed annually with the parent or any person requested to by the parent.
Corrective action. The Manager said the care plan will be reviewed with the parent.

A licensee must keep, for each child, a record showing the following information: (g) any notification of a parent, emergency contact or medical health officer made under section 55 [notification of illness or injury].
Observation. Licensing reviewed the minor log books from 2 programs and there was no record of parent notification when parents were notified of their child's minor injury or illness that occurred at the center.
Corrective action. The Manager said she will inform all staff to keep a record.

Observation. A staff member’s behavioural guidance strategy was not appropriate when they made a child hold a diaper and sent them to the younger kids' room for misbehaving.
Corrective action. The Manager addressed the incident with the staff.

Observation. Staff were not following facility’s nap time policy when they did not provide alternative activities to children who were awake for more than 30 minutes.
Corrective action. The manager is to send a written response advising how the facility will ensure staff follow the nap time policy.

Observation. One staff member was missing record of their Criminal Record Check (CRC). Licensing observed the application for CRC submission.
Corrective action. Please obtain, from each individual, a record of their CRC prior to employment.

Observation. Licensing reviewed 9 staff files and observed that record of character references were missing for one staff.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed the following: > An electrical cord hanging down at the children's level in one of the 30 months to school age programs. The cord was removed during the inspection; > A fire extinguisher on the ground, next to the children's sleeping mats in one of the under 36 months programs. This was addressed during the inspection; > Toys stored on higher shelves in the under 36 months programs. Some of the toys were close to the edge of the shelf. These toys were removed during the inspection.
Corrective action. Please ensure a healthy and safe environment at all times while children are in care.
11010 - CCLR s.13(1) - LICENSING
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care, Observation (CORRECTED DURING INSPECTION): Upon Licensing's arrival, there were 24 children present in one of the 30 months to school age program that is licensed for a max capacity of 22 children.
Corrective action. Please ensure max capacities are not exceeded in any of the programs.
10120 - CCALA s.7(1)(b)(i) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Licensing observed that a child's medication expired in February 2021. The staff member advised that the parent was going to bring non-expired medication by the end of the day.
Corrective action. Please ensure valid medication.
16020 - CCLR s.53(1)(b) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. At the time of the inspection, one of the under 36 months program was operating with a ratio of one ECE and one responsible adult to 6 children. As per Schedule E, the room should have been staffed with one ITE and one ECE.
Corrective action. Please ensure appropriate staffing qualifications when scheduling staff.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. One of the 30 months to school age programs did not maintain a record of their fire drill conducted in May.
Corrective action. Please ensure a record of monthly fire drills.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. At the time of the inspection, there were 24 children in one of the 30 months to school age program but this was not reflected on the attendance record for that room. Some children's names were signed on the attendance record for the room they would eventually go into.
Corrective action. Please ensure an accurate attendance record to reflect the numbers of children present in each program.
