• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. The water in the emergency supplies is 3 years past the best before date.

  Corrective action. Please ensure safe drinking water is available for the children in the event of an emergency.

• RECORDS AND REPORTING

  A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

  Observation. There was no medication on-site for a child who has a care plan. The staff said that the child no longer requires the medication. However, the information in the child's file was not updated to reflect this change.

  Corrective action. The child's file needs to be updated to reflect current information.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

  Observation. There was no photograph available for a child. The Manager keeps photos on a phone but the Manager was not on-site during the inspection. This means photos are not always accessible.

  Corrective action. The Manager is to advise on the system for ensuring photos are available to staff at all times.

• RECORDS AND REPORTING

  In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

  Observation. Records of one staff's immunization status and resume were not on-site and available for review.

  Corrective action. Please ensure that all staff records are on-site and available for review during an inspection.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. the wall on one of the posts is in need of repair, and there is a bracket sticking out of the wall

  Corrective action. staff stated they willl remove the bracket today and the walls will be repaired

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. there are areas throughout the daycare that need repair as the walls are chipped and the gyprock exposed

  Corrective action. please ensure the areas of the walls are repaired

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

  Observation. No care plan available for a child requiring extra support.

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. The practice has been for the children's food containers to be left on the tables after snack and until lunch time (while staff and children are at the playground). This means that children will be eating food that has been left out for more than 2 hours. Licensing also observed opened lunch containers and yogurt containers.

  Corrective action. Please ensure food is stored safely to prevent food born illnesses.

• STAFFING

  A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

  Observation. Both staff who work in the closing shift have expired first aid certificates.

  Corrective action. Please submit a plan to address this contravention.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Licensing reviewed 3 staff files and one staff was missing record of a criminal record check clearance letter (CRC). The Director advised that this staff has been working since Aug under her supervision and that she has not been working alone with children.The Director advised an application will be submitted for the CRC by today.

  Corrective action. Please ensure the staff applies for a CRC through the Criminal Record Check Review Program,

  A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]

  Observation. Record of families receiving the repayment agreement was missing from 2 out of the 4 children files that were reviewed.

  Corrective action. Please keep record of those whom received the repayment agreement.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. The manager advised that the emergency evacuation plan was practiced in 2020 but it was not recorded.

  Corrective action. Please ensure records for yearly emergency evacuation drills.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Licensing reviewed 3 staff files and observed that although one staff had a valid criminal record check clearance letter (CRC), it was not referenced to the licensee. Licensing discussed the sharing process.

  Corrective action. Please ensure CRC's are properly shared with the licensee.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

  Observation. Licensing reviewed 3 staff files and observed that records of certificate verification were missing from 2 files.

  Corrective action. Please ensure certificates are verified by using the system established and maintained by the ECE registry.
