  Observation. Licensing observed a staff member holding a child in one arm while sweeping the sandbox during outdoor play as the program transition to get back inside. This practice poses a safety risk.

  Observation. Licensing observed that the paint on the wall was chipped and peeling in areas accessible to children.

  Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

  Observation. Licensing observed that the crib mattress covers had visible stains on them.

  All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

  Observation. Licensing observed the outdoor playground for the Seal Room Two and Starfish Room and noted the following items: *The wooden climbing structure, the bridge portion has rusty screws protruding from the wood. Additionally, the wood is peeling, creating rough and sharp exposed areas that are accessible to children. *The play structure has numerous spider webs at children’s height. *On the upper part of the slide, there is a hole where a child’s hand or finger could get trapped. Sharp edges around the hole are also exposed. *A water hose is located on the ground inside a playhouse structure that is accessible to children, creating a tripping hazard. *A rope is tied to the balcony and is accessible to children, creating an entanglement hazard.

  Damaged equipment is not removed from service until repaired or additional safety precautions have not been put into action to prevent injuries.

  Observation. Licensing observed that regular outdoor play space checks were being conducted; however, damaged equipment was not documented or closed off until repairs were made.

  Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]

  Observation. There were diaper creams with medicinal ingredients present in children's diaper bins.

  A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

  Observation. Two of the doors to the classroom kitchens do not shut / latch, children can access these kitchen areas. There is a carpet with edges curling up near the exit to the play ground in one classroom. There are items encroaching on the toilet area in one washroom, appearing as though they could fall on a child while the child is on the toilet. The highchairs have old debris in the seat area. There are blue small chairs that have cracks in the vinyl covering making it difficult to ensure adequate cleaning and sanitizing.

  Observation. Sleep mats were arranged in a manner that resulted in bedding for individual children touching and creating a possibility of cross-contamination. Nap bed storage arrangement also resulting in bedsheets touching and creating possibility of cross-contamination.

  The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

  Observation. Medical Insurance Information was not available for one child, within a sample of children's files reviewed. A conversation was had in regards to the importance of obtaining all required documents prior to enrolment, as outlined in CCLR Sec 57, in order to keep in compliance with Regulation.

  All persons over the age of 12 that are ordinarily present on the premises while children are present are of good character and the licensee has obtained a criminal record check for each person. [CCLR Sec 20]

  Observation. Volunteer on site did not have a valid criminal record clearance.

• RECORDS AND REPORTING / Care PlansNon-critical

  Care plans are not reviewed at least once a year with a parent of the child requiring extra support and any person requested by the parent. [CCLR Sec. 58(2)(b)]

  Observation. Two care plans were observed incomplete, missing the child's photo, medication expiry date, and staff signature. A conversation occurred the care plan is to be reviewed at least on an annual basis. Care plans are to be stored with the medication, which goes wherever the child is. For example, if the child goes on a walk, the medication and the plan must be brought on the walk.

  Fire drills are not practiced at least once each month. [CCLR Sec. 22(2)(b)]

  Observation. Licensing observed the fire drills were not recorded each month. The last fire drills was recorded in December 2022.

  Observation. This item remains outstanding since October 3, 2022 Licensing observed one staff certification was not posted.

There were 11 children in the care of 1 ECE/IT and 2 ECE in 101- Seal room There were 10 children in the care of 1 ECE/IT, 1 ECE and 1 ECEA in 103- Starfish room There were no children in the 103- Seal Room Licensing observed the following staff ratio and group side in 101- Starfish room: There were 11 children in the care of 1 ECE/IT and 2 other staff (no certification on file)

  Observation. Licensing observed certificates posted were not for current employees.

  Observation. Licensing observed the following: Bathroom at 103- Seal and Starfish rooms: -cabinet` doors above the sinks and toilets were not closing; additional items were stored above the selves- not secured. This increases the risk of injury, as the containers could topple and fall - an electrical cord was accessible to children beside the changing table Bathroom at 101- Seal and Starfish room: - change table was positioned in front of the sink, not allowing access to the sink -cleaning supplies were stored on and under the sink/ accessible to children Nap room at 101- Starfish room - sleep mats were arranged in a manner that resulted in bedding for individual children touching and creating a possibility of cross contamination

  Observation. Licensing observed the following in the bathroom at 101- Seal room: -Febreze and bleach spray bottles that were stored beside the sink, within reach of children - various cleaning items, bags and other supplies stored under the sink, within the reach of children

  Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

  Observation. Licensing noted children were provided with very few activities for outdoor play. Pictures of the outdoor play area attached in HH/ emailed to Licensee Manager stated that activities and toys were available in the storage unit, however only few were provided to children.

Staff records were observed to be incomplete today, as following: - no documentation available for review for 3 staff members present at the time of the inspection - CRC missing from file for two staff present at the time of the inspection - No references on file for 5 staff present at the time of the inspection

  Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

  Observation. Staff records were observed to be incomplete today. The Manager will complete a Child Care Staff checklist for the follow-up inspection that will be conducted the week of January 24/22 The LO will inspect all staff records at the follow-up inspection. Ensure all staff have ECE verification printed and on file.

  Observation. At today's inspection a child was observed sleeping in a stroller alone in a nap room. As per Health Canada Safe Sleep it is required that children sleep in CSA approved cribs or floor mats.
