Observation. One young child was observed sleeping in a high chair situated in the hallway without direct supervision. see NIC noted for CCLR sec.52(1)(b) for details regarding this observation

A child(ren), while under the care or supervision of the licensee, has been subjected to confinement or physical restraint by an employee which was not authorized in a child care's plan and was not an "emergency restraint". [CCLR Sec. 52(1)(b) and Schedule H]
Observation. When the licensing officers arrived at the facility they notice through the window located by the main door,a staff coming towards the door to open from the back room where the play area was. Some children were noticed playing in the back room and other 4 were sleeping in the nap room. One young child was observed sleeping in a high chair situated in the hallway without direct supervision. When the licensing officers asked the staff why is the child sleeping in the high chair,it was explained that the child is new to the facility and felt a sleep in the high chair. Staff told licensing officers that took a photo of the child sleeping in the high chair and send it to the licensee who was upstairs at the time of the licensing officers arrival. The licensee was phoned by the staff to come downstairs. The licensee showed the licensing officers the photo with the child sleeping in the high chair. The staff removed the child from the high chair at licensing officer request.

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. The following were observed and discussed: - no thermometer in the fridge - lots of toys were scattered on the floor in the play room representing a tripping hazard and increasing the risk for injuries - cleaning and sanitizing procedures not followed ;no dishwasher was downstairs and the 4 step method not used. - only one spray bottle with water and bleach observed in the kitchen used for all areas. Not labeled. - the licensee stated that the bleach solution for sanitizing is done monthly - stuffy toys left in cribs after children felt asleep - when asked the licensee was not aware of the cleaning and sanitizing procedures;step one soapy water and step to disinfectant

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]
Observation. The following were observed and discussed: - the front outdoor play space that is used in addition to the outdoor play space in the back,is not appropriately enclosed and had lot of sharp rocks accessible to children .In the upper level of the front yard there were some spaces where a child could exist the property and get into the street.

Observation. Emergency supplies noted on site. The fire extinguisher was expired from June 26,2024

There is current log of minor incidents, illnesses and unexpected events, that did not require medical attention and were not reportable incidents described in Schedule H. [CCLR Sec. 56(1)(f)]
Observation. A log of minor incidents was available,however only very few entries were made since the facility have been licensed and insufficient information was recorded. The licensee has been previously provided with the VCH log of minor incidents resource and reminded about the procedures at the last routine inspection.

A record for each child containing any medication administered to the child, including the amount and the time at which the medication was administered is not kept. [CCLR Sec. 57(2)(f)]
Observation. Parents had provided a cream that contained medical ingredients to be used for their child,however the licensee has not obtain a written permission to administer the cream.

Observation. The inspections for the outdoor play space was not recorded daily. Reminder that maintenance and repairs must be recorded.
