  • PHYSICAL, EQUIPMENT AND FURNISHING / EnvironmentNon-critical

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

Observation. Licensing observed the following in the girls’ washroom: - The wooden panel below the sink is no longer in good repair and has areas of damage, affecting its ability to be cleaned. - The fabric curtain below the sink, used to block the view of items stored underneath, is in need of cleaning. - The sealant at the base of the toilets is showing signs of deterioration and discolouration. - A container of disinfectant wipes was stored under the sink and was potentially accessible to children. This container was relocated during the inspection.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

Observation. Licensing observed the following on the rooftop outdoor play area: - The fencing around the entrance gate has structural ledges on both sides that are potentially climbable (approximately 1 ft 7 in from the ground and 1 ft 5 in from the ledge to the top of the rail). The gaps between the fence poles on either side of this area measure approximately 9–10 inches. If a child climbs onto the ledge and then onto the wooden rail, they may be able to fit through the gap. One side leads to the stair platform outside the secure fenced area, and the other side presents a fall risk. - In another area, two fencing gaps approximately 9–10 inches wide lead to a restricted area of the rooftop patio that is not used as outdoor play space. The gate to this area also includes a horizontal bar that is potentially climbable. A child could potentially fit through the gaps or climb the fence and access the restricted area, which has a railing that does not meet rooftop height requirements and presents a fall risk.

  • RECORDS AND REPORTING / Care PlansNon-critical

Care plans are not reviewed at least once a year with a parent of the child requiring extra support and any person requested by the parent. [CCLR Sec. 58(2)(b)]

Observation. A care plan for a child in care is due for an annual review. A discussion with staff also occurred regarding the practice of keeping a copy of care plans with the associated medication in order to have care plan details available on site and off site, as well as updating the posted care plan summary list within the classroom to reflect up-to-date information.

  • RECORDS AND REPORTING / Records For Each ChildNon-critical

The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

Observation. Licensing reviewed all children’s files and found that some records were missing information, such as emergency contacts that are someone other than a parent, and immunization status. Licensing will provide a VCH template for immunization status.
