A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - In three classrooms, the children's bedsheets were touching and cots (with the bedsheets on) were stacked together. - The hose at the outdoor play area was unravelled and may be a tripping / strangulation hazard while children use the space.
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed that in one of the classroom, part of the wall's paint was peeling and within reach of children.
Corrective action. Ensure that this item is repaired.
11020 - CCLR s.13(2) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): On the first day of inspection, Licensing observed that 9 children (Group Child Care 30 months to school age program) were left with one staff for a few minutes at the outdoor play area. The staff outdoors was waiting for the other staff to come back.
Corrective action. Ensure staff to children ratio is maintained as per the regulations at all times.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there were items in the emergency supplies kit that were expired.
Corrective action. Ensure that these items are removed and replenished.

- HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. In the youngest GCC (< 36 months) program, children do not have access to the bathroom sinks. The manager explained that employees wipe children's hands w/ a wet cloth prior to eating.
Corrective action. Proper hand hygiene (lathering wet hands w/ soap for 20-30 seconds & rinsing w/ warm water) is critical in preventing illness & the spread of diseases.
15030 - CCLR s.46(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Repeat violation from FIR #CGEE-ASNRA2 (31/Oct/2017) & a complaint investigation (13/Jul/2022): An in-ratio employee's certificate recently expired. The manager explained that a new certificate was applied for 2 months ago.
Corrective action. CCFL & the manager discussed ways to come into compliance.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. 4 children's care plans were last reviewed (signed & dated) by parents over a year ago.
Corrective action. Care plans must be reviewed (signed & dated) by parents annually.

Corrective action. All requirements of CCLR s. 19(1) must be obtained by employees' 1st day of employment. W/o a valid CRC, this employee cannot work alone w/ children or assist w/ diapering/toileting.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. CCFL reviewed 10 employees' files. 2 employees lacked their immunization status.

10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The manager stated that the facility practiced implementing the emergency plan in the spring; however, there was no documented evidence of this.
Corrective action. Documentation of emergency plan practices must be kept.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. A child's file lacked a medical practitioner's contact information, in which the manager stated that the child doesn't have a family doctor.
Corrective action. If a child lacks a family doctor, they may visit a walk-in clinic or a hospital for medical attention. Consult w/ the child's parent(s) & document the most current information in his file.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During inspection Licensing observed the following accessible to children in care: - An uncovered bucket of soiled diapers next to a toilet in the preschool bathroom. -Staff purses and other belongings stored on the floor and a low shoe rack. -An unwound hose in the playground.
Corrective action. Ensure children do not have access to any object or substance that may be hazardous to the health and safety of a child.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Facility does not have a record of implementing emergency drills. Upon discussion with the manager, it was noted that emergency drills had not be conducted in 2019. This is repeat contravention.
