Observation (CORRECTED DURING INSPECTION): In the sink cabinet located in the classroom, a container of bleach with a cap was accessible to children. The cabinet was locked by a staff during the inspection. This item is a repeat contravention on routine inspection #CGEE-CKRRRZ 01-Nov-2022.

  Corrective action. Ensure hazardous substances are not accessible to children.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. The deck is sometimes used in the summer before parental pick-up. It was never approved to be used as an outdoor play space (OPS) due to inadequate: • space (23 children requires ≥ 138 m² of OPS area) • perimter fencing (rooftop OPS MUST have perimeter fencing that is ≥ 8' high from the last foothold)

  Corrective action. The deck must be made inaccessible to children @ all times.

  Observation. A child lacked a photo in their file & the HiMama app.

  Observation. REPEAT VIOLATION from FIR #CGEE-CBXPCE (24/Feb/2022): A child lacked their medical practitioner's information.

  Corrective action. If a child lacks a family physician, their walk-in/urgent care clinic or hospital information is sufficient.

  Corrective action. All requirements of CCLR s.57(2) must be obtained by children's 1st day of care.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. REPEAT VIOLATION from FIR #CGEE-BYF8VV (17/Feb/2021): An employee's ECEA certificate was not verified.

  Corrective action. ECE/ECEA certificates must be verified ( https://earlychildhoodeducator.gov.bc.ca/Public/CertAndRenewal/Certificate_Validation.aspx ) for all new hires & again upon current employees' renewal.

• STAFFING

  Immediately after a person who was the subject of a character reference is no longer employed by or ordinarily present at the community care facility, a licensee must return all character references to the person, or destroy the character references.

  Observation. Several former employees' files still held their character references.

  Corrective action. Character references must be returned or destroyed after employees' last day of employment.

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. CCFL reviewed all children's files. Medical practitioners' contact information was missing for 3 children.

  Corrective action. All requirements of CCLR s.57 must be obtained by children's 1st day of care.

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. 2 children's care plans lacked instructions re. how address their extra support needs.

  Corrective action. Care plans must show the course of action that addresses children's extra support needs.

  Subject to subsections (2) to (5), a licensee must keep all records referred to in this Division for at least one year.

  Observation. Records of monthly fire drill practices & annual emergency drill practices before Sep/2021 have been discarded; however, the manager stated that fire drills are practiced monthly & emergency drills are practiced annually.

  Corrective action. Records respecting compliance w/ CCLR s.22(2)(b)(c) must be kept for ≥ 1 year.

  Observation. CCFL reviewed all employees' files. A work history record wasn't obtained for an employee.

  Corrective action. All requirements of CCLR s.19(1) must be obtained by employees' 1st day of employment.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. CCFL reviewed all employees' files. A CRC share wasn't obtained for an employee.

  Corrective action. All requirements of CCLR s.19(1) must be obtained by employees' 1st day of employment.
