    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): In one of the programs, children's boots were directly stored and lined in front of an exit door leading to the outdoors.

    Corrective action. Ensure that exit points are always clear of any items in case of an emergency.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Two children's emergency kit supplies had food with best before dates of Aug. 2025 & July 2024. This item is a repeat contravention on routine inspection report #MZIN-DKYMV8 on 28-Aug-2025.

    Corrective action. Ensure to place new food items in the emergency supplies for children.

  • RECORDS AND REPORTING

    A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Only 12 out of 16 children were signed in today on the attendance sheet, and absent children were not recorded.

    Corrective action. If parents do not sign in their children on the attendance sheet, it is the facility staff's responsibility to do so on a daily basis. Absent children should also be recorded daily.

    Observation. This is a repeat contravention from routine inspection report #'s: CGEE-CSQVKQ (12/Jun/2023) & CGEE-C5UM5Y (12/Aug/2021). Licensing observed the following: - 2 children's files had no doctor's name / clinic name and phone number - 2 children's files had no emergency contact information - 1 child's file had the parent listed as an emergency contact (ensure that the emergency contact is different from the parent)

    Corrective action. Ensure that the files are complete

    Observation. This a repeat contravention identified on routine inspection report #'s: CGEE-CFDMPW (09/Jun/2022) & CGEE-C5UM5Y (12/Aug/2021). Licensing observed that one staff's CRC was not site specific. The facility manager said that they have started the process for this CRC to ensure it corresponds to this facility.

  • A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

    Observation. Children used the washroom unsupervised on numerous occasions.

    Corrective action. The staff said they will supervise the children in the washrooms.

    Observation. Children sit on the bathroom floor with a bare bottom to change their pull-up.

    Corrective action. Staff said a stool has been purchased for children to sit on with a paper towel to ensure cleanliness.

    Observation. Inappropriate guidance strategies were used with children, such as yelling, pulling and grabbing.

    Corrective action. Staff said that they will use appropriate guidance strategies with children.

    Observation. On two separate occasions during the summer, the children did not go outside to play because it was raining.

    Corrective action. Staff said they will take the children outside in the rain unless it is unsafe to do so.

    Observation. Repeat violation from FIR #CGEE: - BG5RFF (18/Sep/2019) - BGJUZJ (01/Oct/2019) There were 17 children in the GCC (30m–SA) despite a maximum licensed capacity of 16.

    Corrective action. The maximum licensed capacity can never be exceeded.

    Observation. *Repeat violation from FIR #EGAU-AAZSUJ (17/Jun/2016), FIR #CGEE-B57Q2T (03/Oct/2018), & FIR #CGEE-C5UM5Y (12/Aug/2021)* An employee's CRC was valid but addressed to another organization.

    Corrective action. The manager explained that she has recently applied to share this employee's CRC w/ the licensee. Until the result arrives, this employee can't work alone w/ children or assist w/ diapering/toileting.

    Observation. There were toy trucks & a small plastic picnic table a few feet from the end of the southeast-facing slide.

    Corrective action. There must be a 6' safety zone under & around equipment to allow for proper use of equipment, w/ adequate space for entering & exiting.

    A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.

    Observation. A review of the minor incident log revealed a reportable incident (RI) from 25/Jun/2021 that was never reported to CCFL.

    Corrective action. CCFL gave the manager a copy of "FHA Bulletin from CCFL: Child Care - Incident Reporting in Child Care Facilities." The licensee must ensure that ALL employees review the bulletin & are aware of when & how to report RIs listed under CCLR Schedule H to CCFL.

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

    Observation. 2 tall shelving units have been used to create a physical barrier between the 2 programs. The shelving units are not secured & can topple over in the event of an earthquake.

    Corrective action. All equipment > 4' must be secured to avoid falling over & landing on a child.
