    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): 2/3 staff missing immunization status. During the inspection, the Manager obtained the immunization statuses for both staff.

    Corrective action. Please ensure staff files are complete with all required information.

  • MEDICATION

    If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

    Observation. Upon reviewing children's files, Licensing observed one child requiring the adminstration of medication relating to an allergy, but no medication adminstration form was available. As per the Manager, this was information that was initially written upon the child's registration, but is uncertain if it is still applicable to the child. Licensing explained reviewing and updating the child's registration file with parents regarding medication to be adminstered, to include: the reason for adminstering, symptoms to look for, when to adminster, and how much to adminster.

    Corrective action. Please ensure a medication adminstration form is obtained outlining the information noted above.

  • MEDICATION

    If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

    Observation. Licensing observed expired emergency medication for one child. As per the Manager, a few months ago, the parents have relayed to her that one of the allergies of the child is no longer applicable. Licensing explained reviewing and updating the child's registration file with parents regarding current allergies and the course of action for these allergies.

    Corrective action. Please ensure medication is ready accessble to employees.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Upon reviewing the emergency food supply, Licensing observed 2 bags of peanut butter cereal that are shaped as small, hard balls. This kind of cereal poses a choking hazard for children under 36 months. In addition, the facility has children with nut allergies making this emergency food supply unusable. The Manager immediately removed the cereal bags from the emergency kit and will replace them with appropriate food items.

    Corrective action. Please ensure the emergency kit is supplied with an appropriate amount of food and water to sustain all children and staff for at least 72 hours.

    Observation. 1/3 staff files was missing a validation from the ECE Registry.

    Corrective action. Please ensure all staff files are completed with the required documentation.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed containers of disinfectant products stored on the counter in the washroom and kitchen counter.

    Corrective action. All hazardous items are to be stored out of reach of children as per the manufacturers recommendation and for the safety of the children.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed a small trampoline and an slide located on artificial turf. The surface beneath the artificial turf is hard. As per the Director of Licensing Standards of Practice these items need to be located on resilient ground cover and have clearance around each item for safety. A copy of this document was provided to the Licensee. This item was identified and contravened on February 11, 2020 on routine inspection report #MPEE-BLKQKN.

    Corrective action. Discussed options with the Licensee during the inspection. The Licensee stated she will relocated the equipment.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Exterior: licensing observed rust on the gate located at the top of the stairs leading to the entrance of the facility. Additional rust was noted on the bottom of the fence (bolts, hinges etc) in the children's play area. Rust has the potential to be a health concern when individuals are exposed to it. Interior: 1) located to the left of the door leading to the naproom licensing saw areas of the wall with divots in the drywall. this area is no longer sealed and is now porous meaning it is unable to be cleaned or sanitized. 2) the area in front of the washroom has floor tiles which are cracked and is no longer cleanable. This item has been brought to the Licensee's attention and the Licensee has sealed the cracks. In discussion with the Licensee the product for sealing the cracks is no longer effective. The Licensee is exploring options to repair and or replace the damaged floor tiles.

    Corrective action. The Licensee must address the above noted issues in a manner that ensures the areas are safe and no longer pose a potential health concern.

    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. Upon review of the facility's records there was no evidence the Licensee has been conducing annual emergency drills. In discussion with the Licensee is was stated the annual emergency drills are conducted at the same time as the monthly fire drills. Discussion occurred regarding the two types of drills and each type must be recorded separately.

    Corrective action. Record annual emergency drills.

    A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.

    Observation. Licensing observed several containers of diaper cream in the washroom. In discussion with the Licensee the families provide the item but no written consent and/or instructions. Any product with a DIN (drug identity number) is considered an over the counter medication and requires written consent and instructions from the child's family.

    Corrective action. Families will need to provide written instructions and consent for any product with a DIN.

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

    Observation. Upon review of 2 staff files licensing noted one of the files did not contain any evidence the individual's early childhood educator's certificate was verified. This item was previously coded on February 11, 2020 on the routine inspection report #MPEE-BLPQKN.

    Corrective action. The Licensee will need to develop and implement a system which demonstrates upon hiring they have verified the individuals certificate. This must also be done when a individual's certificate is amended and or renewed.

    A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

    Observation. Licensing noted the facility's fire extinguisher was due for servicing in 2020. The fire extinguisher was fully charged.

    Corrective action. As part of the ongoing maintenance of equipment all fire extinguishers must be serviced and tagged annually.
