  Observation. Licensing observed that 1 staff did not have a CRC on file.

  Corrective action. The staff said that they applied last week but have not received anything. She will check again to ensure that the request has gone through.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. A responsible adult was working in the 30 months to school age program for more than 30 days, in a position that required ECE Assistant certification.

  Corrective action. Please ensure appropriate staff to child ratios.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Licensing reviewed 2 staff files and observed that one staff was missing record of 2 character references. This is a repeat contravention as it was identified on the last routine inspection.

  Corrective action. Please obtain a min of 2 character references from individuals prior to employment.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensing reviewed 2 staff files and the staff who had certification was missing record of validation. This is a repeat contravention as it was identified on the last routine inspection.

  Corrective action. Please ensure certificates are verified by using the system maintained by the ECE registry.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): The lid on a disinfectant wipe container was open and the wipe was exposed. The container was accessible to children.

  Corrective action. Please ensure children do not have access to hazardous substances.

• LICENSING

  A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): The Manager's name was not posted in the facility.

  Corrective action. Please ensure the Manager's name is posted when the facility is operating.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): Fire drill records were not captured for November and December. The Manager advised that they were practiced and she recalled the dates.

  Corrective action. Please ensure records of monthly fire drills.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Licensing reviewed 4 children's files and observed that MSP numbers were missing for 2 children.

  Corrective action. Please ensure a record of children's MSP.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person. Observation (CORRECTED DURING INSPECTION): Licensing reviewed 2 staff files and observed that a minimum of two character references were not obtained for one staff.

  Corrective action. Please obtain a minimum of 2 character references from staff prior to their employment.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Licensing reviewed 2 staff files and observed that immunization status was not obtained for one staff.

  Corrective action. Please obtain a record of immunization status from staff prior to their employment.

  Corrective action. Please ensure certificates are verified using the system maintained by the ECE registry.

• STAFFING

  A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

  Observation. Licensing observed that the fire extinguisher required servicing in Sept 2019.

  Corrective action. Please ensure the fire extinguisher is serviced annually.
