Kids Zone Pre-Kindergarten-Childcare-Out Of School

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Licensing reviewed 8 children's files and record of gender was missing for 5 children.

Corrective action. The assistant manager said that they will add this information to the registration forms.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. 4 staff were missing record of criminal record check (CRC) clearance letters through the criminal record review program (CRRP). Some of the staff had CRC's through the RCMP.

Corrective action. The assistant manager said she will have the staff renew their CRC's through the CRRP.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Licensing reviewed 4 taff files and one staff was missing record of a minimum of two character references.

Corrective action. The assistant manager said that she will obtain 2 character references from the staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. One staff was missing record of their work history.

Corrective action. The assistant manager said she will obtain a record of their resume.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. One staff did not have record of their certificate validation.

Corrective action. Please ensure all staff certificates are validated using the system maintained by the ECE registry

Observation. There was no adequate supervision while the children were playing outside.

Corrective action. Please ensure that children are supervised at all times by staff members.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Licensing reviewed 5 staff files; 3 were missing their validation.

Corrective action. The director said she will update the staff files.

In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.

Observation. One staff member was missing their file. The Executive Director confirmed that all records were obtained and advised that the file must have been misplaced. The only record available for review was the staff member's certificate of education.

Corrective action. Please ensure records are available for review during an inspection.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. Licensing reviewed staff files and observed that the Criminal Record Check (CRC) was not current (expired) for one staff member.

Corrective action. Please ensure CRC's are renewed prior to the expiration dates.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Licensing reviewed staff files and observed that immunization status was not obtained for one staff.

Corrective action. Please obtain, from each staff, a record of their immunization status prior to employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Licensing reviewed 4 staff files and observed that record of one more character reference was missing for one staff.

Corrective action. Please obtain, for each staff, a minimum of two character references prior to employment.

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

Observation. A child's medication was expired.

Corrective action. Please ensure medications provided to children are not expired.

A licensee must keep, for each child, a record showing the following information: (g) any notification of a parent, emergency contact or medical health officer made under section 55 [notification of illness or injury].

Observation. Licensing observed that there was no record of parent notification for some of the incidents that were recorded in the minor incident log book.

Corrective action. Please keep a record of parent notification.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing reviewed 4 staff files and observed that 2 staff were missing the appropriate criminal record check clearance letters. One staff's criminal record check was not site specific and the other staff's criminal record check was conducted through the RCMP. The executive director advised that an application has already been sent to the Criminal Record Check Review Program (CRRP) for one of the staff.

Corrective action. Please ensure CRC's are conducted through the CRRP and are site specific.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

Observation. Licensing observed that one out of the two medical consent forms reviewed did not have sufficient information. It was indicated on the form that the medication was to be administered "as needed." If specific times are not provided, staff would need be aware of what signs or symptoms to look for as indicators for administering the medication.

Corrective action. Please ensure parents provide information around the times or symptoms to look for when administering medication to their children.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. Licensing reviewed the facilities policies and procedures and observed that the Active Play and Screen Use policies were missing.

Corrective action. Please ensure the Active Play and Screen Use policies are available.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing observed that one of the three care plans had not been reviewed within the past year.

Corrective action. Please ensure care plans are reviewed yearly. Licensing advised on different ways to keep record of yearly care plan reviews.
