  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Emergency Supplies are insufficient to implement the emergency plan

  Corrective action. Staff said additional supplies will be purchased.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Criminal Record Check on file is not site specific.

  Corrective action. Staff said CRC will be obtained.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. There are three areas of the carpet on both sides of the facility that are in poor repair , the carpet appears old and is showing signs of wear, the linoleum is stained with black marks and rust on both sides of the facility.the garden hose is stored on the ground in a pile and is a potential tripping hazard.

  Corrective action. please ensure the flooring is cleaned to removed stains and the carpet replaced or repaired . please ensure the garden hose is stored in a manner that is not a tripping hazard.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. Licensing noted there was no record of an emergency drill being completed for 2021. The staff said it was practiced, however it was not recorded.

  Corrective action. Ensure a current record is kept respecting compliance with section 22(2)(b)(c) of the CCLR.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Licensing reviewed 6 staff files and noted that records of character reference checks were missing for 2 staff.

  Corrective action. Ensure record of character reference checks for all staff prior to employment.

• LICENSING

  A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

  Observation. 2 of 4 staff working did not have their educator or assistant certificate posted. It was also observed that the Managers certificate that was posted expired.

  Corrective action. Ensure that each certificate of an educator or assistant is displayed in a prominent place in the community care facility.

• RECORDS AND REPORTING

  The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

  Observation. 1 child requiring a care plan did not have one created.

  Corrective action. Ensure that each child requiring a care plan has one developed in consultation with the parent.

• RECORDS AND REPORTING

  A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

  Observation. 3 children did not have current records on the premise, however, the facility was able to provide emergency cards for those children.

  Corrective action. Ensure that records are available for all children in the program.

• STAFFING

  A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

  Observation. 2 of 4 staff working today did not have a current file available for review. There was a staff checklist on site that was not up to date.

  Corrective action. Ensure that each staff person has current records available for review.
