A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): The following was observed: -Nap mats and bedding were stored stacked on top of each other in a crib. -Diaper change mat had a large rip, preventing proper sanitization between use.

Corrective action. The Manager removed the bed sheets to wash and confirmed bedding will be stored in separate bins and outside of the crib. The diaper mat was repaired and will be checked for rips before use moving forward.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Paint was observed to be peeling in multiple areas of the facility accessible to children. Areas of the facility were observed to be unclean, including walls and door frames.

Corrective action. The director said the areas will be cleaned and the paint will be addressed.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. A record was not available showing compliance with section 22(2)(c), emergency drills

Corrective action. Director said a record will be available moving forward

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Criminal Record Check on file is not site specific.

Corrective action. Director said site specific criminal record check has been applied for.

Corrective action. The Manager said she will provide the children with single use towels

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Certification verification was not obtained for one employee. The certificate was verified while licensing was on site.

Corrective action. Ensure certificates are verified by the system maintained by the early childhood registry.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for one employee. Status was obtained while licensing was on site.

Corrective action. Ensure immunization status is obtained prior to employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Licensing reviewed 2 staff files and noted they did not contain record of immunization status. The Manager obtained the records while licensing was on site.

Corrective action. Ensure immunization status is obtained for each employee.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. Licensing noted the water temperature measured 55.9 degrees Celsius.

Corrective action. Ensure that any water accessible to children is heated to no more than 49 degrees Celsius.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. Licensing noted the fire extiguisher has not been maintained in the past year.

Corrective action. Ensure the fire extingusher is serviced and maintained once each year.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. Licensing reviewed 2 staff records and noted that the first aid and CPR certificates for 1 staff and the Manager do not meet the requirements of Schedule C.

Corrective action. Ensure staff hold a valid first aid and CPR certificate that meet the requirements of Schedule C.

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

Observation. Licensing observed children playing outside. The temperature outdoors measured -2 degrees Celsius, and children were not equipped with appropriate clothing for the weather conditions.

Corrective action. Ensure children's heath, safety and dignity is promoted in care.
