A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed: -Carpets in the Group Child Care 30 months to School Age were stained and in disrepair -Walls and high touch surfaces appeared dirty -Diaper change mat had a large rip, preventing proper sanitizing
Corrective action. The Manager stated the facility is painted yearly during winter break. The Manager stated a new diaper mat will be purchased and maintenance of the facility will be reviewed on a regular basis.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. The washroom sinks reached a temperature of 58.8 degrees

A licensee must ensure that any surface used for food preparation, storage or consumption is not used for changing diapers.
Observation. Drying rack and dishes were observed next to the diaper change mat in the washroom. Staff indicated they wash fruit for the children in the washroom sink.
Corrective action. The manager said food preparation and washing dishes will be removed from the bathroom sink.

12060 - CCLR s.19(1)(c) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. Staff said the 30 months to school age and school age programs combine when there are 8 children left in the facility, which is longer than 30 minutes at the end of the day.
Corrective action. Staff said children will only be combined for a maximum of 30 minutes at the beginning or end of the day.

Observation. The temperature in the fridge was 10 degrees Celsius. For safe food storage, the temperature needs to be between 0 to 4 degrees Celsius.
Corrective action. Please ensure the fridge is at a temperature that provides safe food storage.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The attendance records do not reflect when the children are combined for the first and last half hours of the day.
Corrective action. Please ensure the attendance records accurately reflect attendances for the programs.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Licensing identified that at times, a staff member is working alone in the center with an expired first aid certificate. The Manager advised that the staff has booked to renew their first aid and a plan is in place to ensure a second staff will be available who has a valid first aid.
Corrective action. Please ensure children have at all times immediate access to a staff who holds a valid first aid.

Observation. The following was observed at time of inspection: -Carpets in the Group Child Care (30 months to school age) program were curling along the edges posing a tripping hazard. -Garbage was observed in the play ground.
Corrective action. Ensure that the environment is free of tripping hazards, and the outdoor play area is checked each time the children use it.
