A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. The following was observed: -Carpets in the Group Child Care 30 months to School Age were stained and in disrepair -Walls and high touch surfaces appeared dirty -Diaper change mat had a large rip, preventing proper sanitizing

Corrective action. The Manager stated the facility is painted yearly during winter break. The Manager stated a new diaper mat will be purchased and maintenance of the facility will be reviewed on a regular basis.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. The washroom sinks reached a temperature of 58.8 degrees

Corrective action. The Manager stated she will adjust the temperature

A licensee must ensure that any surface used for food preparation, storage or consumption is not used for changing diapers.

Observation. Drying rack and dishes were observed next to the diaper change mat in the washroom. Staff indicated they wash fruit for the children in the washroom sink.

Corrective action. The manager said food preparation and washing dishes will be removed from the bathroom sink.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

Observation. Medication following a child's care plan was not available at the facility while the child was in care

Corrective action. The Manager said she will follow up with the family to ensure all required medication is provided while the child is in care

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Two out of five records did not reflect the child's start date

Corrective action. Ensure each child has their start date reflected

A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.

Observation. Five records of previous children were reviewed, no end dates to the files were documented.

Corrective action. The Manager said she will review all files and add the end dates

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. A care plan was not reviewed annually with the parent .

Corrective action. The manager said she will review and confirm if the medication and plan is still needed.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Fridge temperature not maintained between 0 and 4 degrees Celsius.

Corrective action. Staff said temperature will be maintained moving forward.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. The following policies were unavailable for review: nutrition, safe release, and behavioural guidance.

Corrective action. Staff said the policies will be available for review moving forward.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for one or more employees.

Corrective action. Staff said work history will be obtained and available on site.

Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).

Observation. Staff said the 30 months to school age and school age programs combine when there are 8 children left in the facility, which is longer than 30 minutes at the end of the day.

Corrective action. Staff said children will only be combined for a maximum of 30 minutes at the beginning or end of the day.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. A minimum of two character references were not obtained for one or more employees.

Corrective action. Staff said references will be obtained and available on site.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed multiple nap beds with tears in them.

Corrective action. Please ensure that equipment used by the children are in good repair.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The temperature in the fridge was 10 degrees Celsius. For safe food storage, the temperature needs to be between 0 to 4 degrees Celsius.

Corrective action. Please ensure the fridge is at a temperature that provides safe food storage.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The fire extinguisher required to be serviced in March of this year.

Corrective action. Please ensure fire extinguishers are serviced annually.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. There was no record of last years emergency evacuation plan for either of the programs.

Corrective action. Please ensure a record of the yearly emergency evacuation plan.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. The attendance records do not reflect when the children are combined for the first and last half hours of the day.

Corrective action. Please ensure the attendance records accurately reflect attendances for the programs.

Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).

Observation. Licensing identified that there were multiple days when the 30 months to school age and school age programs have been combined for longer than 30 minutes (at the beginning and/or end of the day).

Corrective action. Please ensure that programs are not combined for more than half an hour at the beginning and end of the day.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. Licensing identified that at times, a staff member is working alone in the center with an expired first aid certificate. The Manager advised that the staff has booked to renew their first aid and a plan is in place to ensure a second staff will be available who has a valid first aid.

Corrective action. Please ensure children have at all times immediate access to a staff who holds a valid first aid.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. Water temperature in two bathrooms measured the following: 57.4 and 56.9 degrees celsius.

Corrective action. Ensure heated water accessible to children is no more than 49 degrees celsius.

A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this. Observation (CORRECTED DURING INSPECTION): Medication was accessible to children in care. The medication was moved to be inaccessible while licensing was on site.

Corrective action. Ensure medication is not accessible to children in care.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

Observation. More than 2 children under the age of 36 months old have been in attendance in the Group Child Care (30 months to school age) program. This is a repeat contravention. Licensing reviewed compliance options.

Corrective action. Ensure children are divided into groups, with each group having no more children than permitted in Schedule E.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Emergency Supplies are insufficient to implement the emergency plan

Corrective action. Ensure there are sufficient supplies to prepare for, mitigate, respond to, and recover from any emergency.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. The following was unavailable for review: character references, immunization status, criminal record check clearance, and copies of diplomas/certificates for one or more employees. The Manager said the records have been received but were unavailable on site for review.

Corrective action. Ensure records referred to in sections 56 to 58 are kept in a single place at the community care facility.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. Criminal record check is expired for one employee

Corrective action. Ensure current records are kept for each employee, records required under section 19.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed a warm kettle plugged in within children's reach in the kitchen area. The kettle was removed while licensing was on site. This is a repeat contravention.

Corrective action. Ensure a healthy and safe environment is provided at all times.

A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3). Observation (CORRECTED DURING INSPECTION): Licensing reviewed 8 attendance records and noted a current record was not kept for one day. The record was reviewed and updated by the staff.

Corrective action. Ensure current records are kept showing the information set out in subsection (2) of the CCLR.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Licensing observed the following during the inspection: - A child came in from playing outside and was not instructed to wash hands prior to eating their lunch. - Children’s bedding was stacked and touching. The staff said they had not been washed.

Corrective action. Establish a program to instruct and practice the rules of health and hygiene.

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

Observation. Licensing observed expired medication for a child who requires a care plan.

Corrective action. Ensure the health, safety and dignity of of children is maintained at all times.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed a child in the school age program who was not yet of school age. The child was transferred back to the Group Child Care 30 months to school age program while licensing was on site.

Corrective action. Ensure children are divided into groups as per Schedule E.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Emergency Supplies are insufficient to implement the emergency plan

Observation. The facility’s Active Play Policy was unavailable for review.

Corrective action. Ensure records referred to in Sections 56-58 are kept in a single place in the community care facility.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Licensing reviewed 8 attendance records and noted 2 children did not have times of departure.

Corrective action. Ensure the time of arrival and departure are indicated for each day children are present.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. Licensing reviewed 7 children’s records and noted 1 did not contain consent to call a medical practitioner or ambulance.

Corrective action. Ensure consent to call a medical practitioner or ambulance is obtained in writing for each child.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Licensing reviewed 4 staff files and noted one did not contain a record of certificate verification.

Corrective action. Ensure all educator and educator assistant certificates are verified using a system established and maintained by the early childhood registry.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

Observation. 9 times in the past 2 weeks there were more than 2 children under the age of 36 months old in attendance in the Group Child Care (30 months to school age) program. This is a repeat contravention.

Corrective action. Ensure that children are divided into groups according to Schedule E, with no more than 2 children under the age of 36 months in the Group Child Care (30 months to school age) program.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Licensing reviewed 7 attendance records and noted 4 children did not have times of departure.

Corrective action. Ensure the time of arrival and departure are indicated for each day children are present.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing reviewed a care plan and noted detailed instructions were not available regarding medication administration. The staff said the care plan was not developed in consultation with the parents.

Corrective action. Ensure care plans are developed in consultation with parents.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Licensing reviewed 11 children’s files and noted 3 did not have date of enrollment.

Corrective action. Ensure children’s files contain record of enrollment date.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. Licensing reviewed emergency drills and noted one was not recorded for 2020. The staff said an emergency drill was completed, however it was not documented.

Corrective action. Ensure emergency drills are practiced at least once each year and documented.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The following was observed at time of inspection: -Carpets in the Group Child Care (30 months to school age) program were curling along the edges posing a tripping hazard. -Garbage was observed in the play ground.

Corrective action. Ensure that the environment is free of tripping hazards, and the outdoor play area is checked each time the children use it.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Children were offered snack without washing their hands or the surface they were eating from. A discussion was had on the importance of washing the table and hands to stop the spread of germs.

Corrective action. Establish a program to instruct and practice the rules of health and hygiene.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

Observation. 5 times in the last 3 weeks there were more than 2 children under the age of 36 months in attendance in the group child care (930 months to school age) program.

Corrective action. Ensure that children are divided into groups according to schedule E with no more than 2 children under the age of 36 months in the group child care (30 months to school age) program.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

Observation. At arrival one child was observed without supervision in the staff office next to an unlocked door to the parking lot. There is a concern that the child could exit the facility.

Corrective action. Ensure that children are supervised at all times.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The fire extinguishers were due for service in October 2019.

Corrective action. Ensure that the fire extinguishers are serviced annually.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. 1 of 4 employee files reviewed did not contain evidence of character references.

Observation. 1 of 4 employee files reviewed did not have a record of the persons work history.

Corrective action. Ensure that each employee has a record of work history.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. 1 of 4 employee files reviewed did not have evidence of immunization status

Corrective action. Ensure evidence of immunization status is obtained for each employee

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. 1 of 4 employee files reviewed did not contain evidence of a criminal record check. The Manager stated that the person has completed a criminal record check.
