- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that all of the blind cords were unsecured and accessible to children. In addition, Licensing observed two suspended, unsecured cords for electronic equipment, accessible to children. Suspended, unsecured cords pose a potential risk of entanglement.
Corrective action. The Licensee said that the cords will be secured or inaccessible to children.
11010 - CCLR s.13(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees. Observation (CORRECTED DURING INSPECTION): Medication was not readily accessible to employees.
Corrective action. The Licensee ensured that the child's medication was immediatly accessible during the inspection.
16020 - CCLR s.53(1)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The Manager was not aware of the emergency plan.
Corrective action. The Manager reviewed the emergency plan during the inspection and said that it will be practiced with the staff and children.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (c) the resources to be made available to the child requiring extra support by the licensee, including (ii) any modification to the program of activities necessary to enable the child to participate in or benefit from the program.
Observation. A care plan providing information to guide and direct staff actions for a child needing extra support has not been created.
Corrective action. The manager said that they will create a care plan with the child's parent.
19240 - CCLR s.58(1)(c)(ii) - RECORDS AND REPORTING
A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. The manager explained that several children have been enrolled with only the information included on emergency cards. Licensing reviewed five children's records and only one of five included all of the information set out in CCLR Sec 57(2).
Corrective action. The manager confirmed that all of the required records will be obtained for each child in care.

- A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The record of attendance did not accurately reflect the number of children in attendance on the day licensing was on site. Licensing reviewed the record of attendance for the past month and observed that there were several dates when a child or children's time of arrival or time of departure was not documented.
Corrective action. The manager confirmed that the record of attendance will be maintained at all times, including the time of arrival and departure.

Observation. A record of work history was not obtained for one employee.
Corrective action. The Licensee has a plan to obtain a record of work history for each person prior to employment.
12060 - CCLR s.19(1)(c) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing confirmed that, on May 30, 2024, there were 32 children in one group, including 5 kindergarten age children, with two staff.
Corrective action. The Licensee has a plan to ensure that the group size described in Schedule E is maintained.
14020 - CCLR s.34(2)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. The Licensee did not obtain character references for one staff prior to employment.
Corrective action. The Licensee has a plan to obtain character references for all staff prior to employment.
12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Criminal Record Check not obtained for two staff prior to employment.
Corrective action. The Licensee has a plan to ensure obtaining a CRC for each person prior to employment.
12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one employee.
Corrective action. The Licensee has a plan to obtain immunization status for each person prior to employment.

When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation. Feb 21/24 Facility signage advertises preschool; this is a category of care that the licensee is not licensed for.
Corrective action. The manager confirmed that the signage will be updated to advertise only the care program being offered.
10060 - CCLR s.11(3) - OR SUPERVISION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. Feb 21/24 The number of children in the group exceeded the maximum group size.
Corrective action. The manager confirmed that another staff was on their way and that group size will be maintained in future,
14360 - CCALA s.7(1)(b)(i) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. Feb 28/24 The licensee does not keep a current log of minor accidents, illnesses and unexpected events. The most recent entry in the log book was October 2022.
Corrective action. The manager confirmed that a current log will be kept.
19050 - CCLR s.56(1)(f) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Feb 28/24 Records for one staff were not on site for review.
Corrective action. The manager confirmed that the records were obtained and will be brought to the facilty.
19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Feb 21/24 An accurate record of children's attendance was not available, the manager explained that it had become damaged by a spill. A record of recent attendance was not available to review.
Corrective action. The manager assured that an accurate record of attendance will be kept.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Feb 28/24 One of the two staff on site does not have a criminal record check and the manager has a crc that expired in September 2023.
Corrective action. The manager said the staff has applied for her CRC and confirmed that she will apply for a CRC tomorrow. Effective tomorow; neither will be alone with children until they have received valid CRC's.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing noted that a small portion of the outdoor play ground fencing was broken, there were nails protruding from a few pieces of wood. The Manager removed the broken pieces of wood during inspection and stated that there are plans to replace that portion of fence in the near future. The Manager also stated that a discussion will be had with staff and a playground check will be conducted prior to children entering the playground.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. During inspection licensing noted that the emergency food and water supplies were expired. Manager was not aware of the expiry and has stated that the supplies will be replaced and replenished as soon as possible.
Corrective action. Please ensure that a system is in place to prepare for, mitigate, respond to and recover from any emergency.
