- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - an unsecured suspended electrical cord in the children's nap room - stored items along the side of the house that are potentially accessible to children such as a kayak leaning against the building and a metal awning on the ground - bifold doors in the children's nap room are not secured, posing a pinching hazard - foam/pool noodle attached to the children's sand box that has split and beginning to crumble posing a risk if a child were to ingest
Corrective action. A staff secured the cord in the children's nap room during the inspection and confirmed that the foam will be replaced on the sandbox, access will be blocked to the items stored outside or they will be removed, pinch guards will be added to the bi fold doors.

- Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. An ECE has been caring for children for the first half an hour each day when an IT ECE is required.
Corrective action. The Licensee will ensure that an IT ECE is in ratio at all times.
14030 - CCLR s.34(2)(b) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. The Licensee has obtained a CRC through the RCMP for one of two individuals who are ordinarily on site. A CRC through the CRRP is required for any person over the age of 12 who is ordinarily on site and the Licensee has not obtained this for either individual.
Corrective action. The Licensee will obtain a CRC through the CRRP for any person over the age of 12 who is ordinarily on site.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - an unsecured tall heavy shelf in the classroom - two tall, heavy, folding, wooden planters in the outdoor play space which are not secured and accessible to children and could pose a hazard if they were to fall/collapse. - a large heavy wooden shelf placed unsecured on a shelf above children's desks which could pose a hazard if it were to fall; Licensee removed this during the inspection - several suspended electrical cords in the outdoor play space; accessible to children. The licensee removed these during the inspection.
Corrective action. The Licensee said that the heavy items will be secured.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): The name of the manager was not posted and the licence was not displayed in a prominent place.
Corrective action. The licensee corrected this during the inspection.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The staff recall practicing the emergency drill in the fall of 2023; however, a record was not kept.
Corrective action. The Licensee confirmed that staff will perform an additional emergency drill and record this.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Of the three children's records reviewed, one did not include parent and emergency contact information. Licensee said this was a database system error during printing.
Corrective action. Licensee will ensure to obtain this information.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Of the three staff records reviewed, one did not include validation.
Corrective action. Corrected during inspection.

A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. A piece of sleeping furniture for children is not being used according to manufacturer's instructions regarding the size and development of the child who is using it.
Corrective action. Ensure that all furniture or equipment for sleeping is appropriate for the size, age and development of the children who use it.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Children were opening an unlatched door which poses a risk of pinching and had access to a partially opened bifold closet door without a functioning pinch guard.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

Observation. Group Child Care - Staff to Child ratio not maintained (IT/ECE). The licensee explained that the program will be in compliance this afternoon and will be maintained in future.
Corrective action. Ensure that to maintain the staffing qualifications outlined in CCLR Schedule E for group size and program type.
