  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): A record of fire drills for February and March was not kept.

  Corrective action. The Licensee updated the record of fire drills during the inspection.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Licensee has not obtained character references for one of three staff.

  Corrective action. Licensee will obtain character references.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Immunization status was not obtained for one employees.

  Corrective action. The Licensee will obtain immunization status.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensee did not obtain ECE validation for one of three staff.

  Corrective action. The Licensee obtained validation during the inspection.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed a heavy unsecured shelf with a heavy unsecured printer on top; above the height of children, which could pose a risk in the event of an earthquake.

  Corrective action. The Licensee confirmed that she will secure both the shelf and the printer.

  A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing reviewed five children's files and two did not include a date of enrolment. The Licensee corrected this during the inspection.

  Corrective action. Ensure to obtain a date of enrolment for reach child.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history. Observation (CORRECTED DURING INSPECTION): A record of the person's work history was not obtained for one employee.

  Corrective action. Employee provided a record of their work history during the inspection.

  Observation. Of the two staff files reviewed, one did not contain character references.

  Corrective action. Ensure to obtain character references for each staff, prior to employment.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

  Observation. Licensing discussed the use of screen time in the program. There was no screen time policy available, the Manager will be developing a new screen time policy to reflect current practice. She recently purchased a new television and is incorporating some screen time into programming.

  Corrective action. Please ensure that all required policies are available and shared with families as required.

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Licensing reveiwed 8 children's files, 2/8 were missing any record of whether a child was immunized or not.

  Corrective action. Please ensure all files contain an immunization status indicating if a child is immunized or not.

  Observation. 2/8 children's records reviewed were missing the date of enrolment.

  Corrective action. Please ensure a record of the date of enrolment for each child is kept.

• POLICIES AND PROCEDURES

  A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Licensing observed that the fire drill had not been practiced since February 2020. Manager stated that this has been the last thing to mind during the pandemic.

  Corrective action. Please ensure safety procedures are still followed as required in Section 22 and record compliance. Please ensure a fire drill is conducted this month.

• STAFFING

  A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

  Observation. On review of Manager file, Licensing observed that the criminal record check clearance had expired in March 2020. Manager is the only staff currently working at the facility. Manager was unaware and stated that she will apply for a new one tonight

  Corrective action. Please ensure files are regularly audited for accuracy and up to date information.
