Observation. C3.1C - Reg. 19 - Upon review of staff files, one staff who was present during the inspection was missing a valid criminal record check, first aid certificate, and immunization status. This record must be complete and available at the facility prior to the staff commencing work. Licensing discussed the manager responsibility to ensure staff files are complete and available on site if a regular or substitute staff is scheduled.

Observation. A staff person appears to be unqualified as a responsible adult and has been employed to work as the second staff with the children. This staff does not have 20 hours of relevant training and does not appear to have a completed criminal record check. The staff did not know when it might be completed.

Observation. Today there was only one qualified staff for the children when two qualified staff were required.

Observation. A child's epi-pen medication has expired in November 2022.

Observation. One staff's criminal record check has expired November 2022 and the other staff does not appear to have a criminal record check. There is no indication that one of the two staff has the necessary training, experience and skills to carry out the duties assigned. Staff records are incomplete for the new staff. Ensure adequate qualified staff are in place at all times.

Observation. Staff to child ratios are maintained. During outdoor play time children were permitted to play at the far ends of the large outdoor play area. Though the children appeared to play responsibly, there is concern that with the distance between the rest of the group and staff it would be difficult for staff to intervene if children needed help. There is also a risk of children going missing by wandering off or other means. Staff had their backs turned to these children often during outdoor time and this is could put children at risk. Both staff remained at the main playground area while these other children played off on their own. These practices are not considered safe. Provide to licensing your playground supervision plan and how you will apply it.
- C5.1 - Are healthy eating and nutritional habits promoted and practiced?Non-critical
Observation. Some children were eating their snacks on the outdoor playground while sitting on the ground in the sun. Staff were off with the other children while this occurred so they were not well supervised while consuming food. Children did not hand wash prior to snack. Most children did not have available water while outside today. Normally this may be ok however today it was 30 degrees and children were out in the heat without hats and without access to water. Prior to going outside staff asked children if they all had their water, sunscreen and hats however there was no follow through to ensure they did have these available. A system must be in place to ensure children have water and relief from the sun available.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. Four children came to the program with sunscreen in their packs and were to put it on once outside as it was in aerosol spray cans. This was not supervised. The children carried these bottles around on the outdoor play area spraying them in the air and playing with them. One of the children was throwing their bottle and this licensing officer observed two discussing how they could break the bottle to see what would happen. Staff did not appear aware of this for some time and after awhile told the child not to throw it. The bottle was not put away for safety, children continued to have free access to this. Sunscreen is toxic, flammable and explosive as the label indicates. The kitchen area storage practices are unsafe. many items are stacked up nearly to the ceiling, folding chairs are leaning in front of cabinets and the area is very cluttered. Children have access to this area and were observed going in and out freely to gain access to equipment. Because it is an area used by children it must be free of clutter and made safe.

Observation. Staff records were not retrievable today as the manager did not have the key for the box. Ensure records are available for inspections. Outdoor play space inspections have not been completed since May 6, 2022. It appears yard checks are not being completed daily prior to use of outdoor play space.

Observation. Fire drills have not been completed for May and June. Staff records were not available today and could not be determined to be complete. Please submit the records for review of the two staff who were present at the time of inspection.
