February 13, 2023Routine Inspection5 non-critical
  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

Observation. One staff's Criminal Record Check has expired.

  • C4.1 - Are facility records current and complete?Non-critical

Observation. Staff state that outdoor yard checks are done daily however there are none recorded from January 28th to February 13th, 2023. A table with folding legs was found on the outdoor play area with the folding leg side up. This is not considered to be a safe piece of play equipment and was not being used as it is intended. This should have been noted on the play space inspection and corrected prior to play ground use. A system should be in place that assures outdoor safety inspections are correctly completed and recorded daily. Though there is a checklist, licensing did not see any information on how staff are guided in what they are checking for on the playground. The outdoor play area is much improved from the last routine inspection.

  • C6.1 - Are acceptable hygiene practices maintained?Non-critical

Observation. There is no surface available for diaper changing should it be needed. The facility is not exempt from requiring this.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

Observation. A folding table (not set up) was on the outdoor play area. One staff stated it is used for play however this is not considered to be a safe piece of play equipment and was not being used as it is intended presenting possible safety concerns such as fingers getting pinched in the folding legs and/or children tripping and/or falling on these legs if they are climbing on it. The nap room has loose electrical cords beside a cot which presents safety concerns. Please make the cords inaccessible or make them child safe.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

Observation. The facility does not have a place to change diapers if need be. Staff state that they do not take children who are not completely potty trained. If a child has a toileting accident they will do their best to clean them however if it is not easily done they will call parents to pick up the child. Children must not be left in soiled pull ups or clothing. A policy must be in place to adequately address toileting accidents.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

Observation. The outdoor play space for the Group Child Care 30 Months to School Age Program is in need of immediate attention to ensure safety of the children. There are three climbers located in the pea gravel area. The depth of the resilient material is less than 1 inch in most fall zones and the surface underneath this is very hard packed dirt. The dome climber is well used by the group and is about 4 feet in height. This presents possible fall injury concerns as the resilient surface is not adequate or effective. The Little Tikes climber's platform is cracked and does not meet manufacturers installation and safety guidelines. The large wooden structures plastic stairs/rock climbing wall is cracked and is only attached by one screw presenting immediate safety risk. The cement paving squares are uneven and broken which presents trip hazards. Daily outdoor play space checks are being completed as required however it appears no action is being taken to make the necessary changes (ie: resilient material has been noted and brought forward with no effective action taking place to resolve the concerns).

  • C4.1 - Are facility records current and complete?Non-critical

Observation. Several child records are missing the Doctor name and telephone number in both service types. Outdoor play space checks for the Group Child Care School Age Program have not been documented as being completed daily since the beginning of May. Ensure these are being done and documented.

  • C3.2 - Are persons qualified and appropriately replaced?Critical

Observation. Please ensure a working system is in place that ensures the employees licence to practice certificates have been verified. The current system does not appear to be effective as a certificate did not appear to be verified. A new manager was in place effective January 1, 2020. Please ensure notice is provided to licensing within 30 days of the change in manager so the file can be updated (This does not appear to be a contravention at this time).

  • C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

Observation. The educator certificates were not displayed in a prominent place at the time of inspection.

  • C6.1 - Are acceptable hygiene practices maintained?Non-critical

Observation. Ensure tables are sanitized prior to use for meals and snack - this was not observed today. Ensure children handwash prior to consuming food.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

Observation. In the craft room the garbage can and wall beside it were observed to have old food debris which had not been adequately cleaned up. Ensure a system is in place to assure food splashes are cleaned up in a timely manner. Several electrical outlets were not child safe today - this could become a safety issue for some children. Ensure safe placement of the play fridge in the 3-5 year old room. Today this piece of equipment was found to be very tippy and unstable. The staff moved the item to a more secure location during this inspection.
