Observation. The staff's file is found to be incomplete. A staff working with children without complete records may pose a risk to children's safety. Observation. Unrelated to the complaint, the Licensee stated that they did not provide parents with their behavioural guidance policy. Ensure to provide employees and parents with a written statement of the licensee's policy on behavioural guidance. Licensing received an allegation that a child was slapped after wetting their pants. The Licensing Officer conducted interviews for those persons who were present when the alleged incident occurred. Based on the information received during this complaint follow-up, due to a lack of evidence, the Licensing Officer has determined the allegation to be unable to substantiate. The complainant also stated that a child's arm was pulled that resulted in the child hitting their face on the door. Observation. Licensing received an allegation regarding refund of fees. The Licensing Officer reviewed the registration information received by the complainant. The complainant did not receive a Repayment Agreement. The Licensee stated that they provided families a Termination & Suspension Policy. In reviewing this policy, it does not provide information that outlines the terms and conditions on which a refund of all or any of the prepayment will be made. The Repayment Agreement that was received and accepted by Licensing during the application process was not provided to families. Based on the information received during this complaint follow-up, the Licensing Officer has determined the allegation to be substantiated. Ensure that at the time of prepayment, a written statement is delivered setting out the terms and conditions on which a refund of all or any of the prepayment will be made.

Observation. A review of children's records indicated the following items missing from all records: a date the child is withdrawn from care, and a list of person's not permitted access to the child. In addition some other required information was missing from some of the children's files such as: emergency contact person, name and phone number of the child's physician, and a personal health number. It appears the system in place to ensure children's attendance is recorded at the time of arrival and again at the time of departure is ineffective. At the time of the inspection none of the children present were signed in.

Observation. At the time of the inspection, Licensing observed one towel being used in the bathroom for everyone to dry their hands, creating a risk for spreading disease. Ensure children are using a "single use" system to dry hands. At the time of the inspection, there was not a system in place to ensure the temperature of the fridge remains at a temperature considered food safe. At the time of the inspection most of the electrical outlets were not made inaccessible to the children. Ensure electrical outlets are made inaccessible at all times.

Observation. Unrelated to the complaint, Licensing observed that the Licensee did not have the required log to document any minor incidents, illnesses, and unexpected events involving children. Provide a log which includes minor incidents, Illnesses, and unexpected events involving children will be documented in the future.
- C8.2 - Is each child provided a comprehensive and coordinated program of developmentally appropriate activities that encourages physical, intellectual, language, emotional, and social development?Non-critical
Observation. It was alleged by the complainant that the Licensee does not take the children outside daily. In conversation with the Licensee they advised that there are times when children are not taken outside due to child illness and inclement weather. This allegation was substantiated.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. - It was alleged that the Licensee left the children in the care of a volunteer daily as the Licensee ran personal errands. Based on discussions with the Licensee, the volunteer is an employee that attends the facility daily to care for children while the Licensee performs personal errands. This allegation was substantiated. Provide an employee plan outlining how the Licensee will personally provide care to the children except in the case of illness, emergency, vacation or other temporary leave. Also, include how the Licensee will notify each child's parent or emergency contact of their absence and identify the person who will be acting as the Licensee's temporary replacement. - During the inspection, an additional issue of non-compliance unrelated to the complaint was identified by Licensing regarding employee files. Upon inspection of employee files, Licensing observed that the Licensee failed to obtain a criminal record check from the required Criminal Records Review Program for an employee in their facility. - The Licensee did not have an employee file containing immunization status, validation of training certification, First aid certification, character references, and a criminal record check. Provide to Licensing a complete employee file as per Section 19 of the Child Care Licensing Regulation.
