Observation. - A toilet in one of the Group Child Care (School Age) program washrooms was out of order. To ensure there are enough toilets to meet the needs of the licensed capacity of children permitted to attend the program, the toilets must be in good repair. *Correct by: October 31, 2025. - A hand soap dispenser in one of the Group Child Care (School Age) program washrooms was broken. To ensure proper hand washing by the children and to prevent the spread of germs, viruses, etc., hand soap must be readily available in the washrooms. *Correct by: October 27, 2025.* - One of the diaper changing pads in a Group Child Care (Under 36 Months) program was ripped. To ensure proper disinfecting and sanitizing of the surface used for changing diapers, the surface must be in good repair. *Correct by: October 27, 2025.* - A sandbox located in one of the outdoor play spaces (i.e. the field) did not have a cover. To prevent neighbourhood cats from using the sandbox as a litter box, ensure that the sandbox is covered when not in use. *Correct by: October 27, 2025.*

Observation. - The Licensing Officer observed a ripped parachute that was accessible to the children in the Group Child Care (30 Months to School Age) program outside play space. - The Licensing Officer observed a ride on toy with exposed sharp edges that was accessible to the children in the Group Child Care (Under 36 Months) program outside play space.

Observation. The Licensing Officer reviewed a sample of the children's records. - Some children's records were missing the sex of the child and written permission from a parent to call for an ambulance in the event of an emergency involving their child. The Licensing Officer reviewed the Licensee's other record keeping systems such as the system for recording minor incidents, daily attendance records, etc. and they appeared satisfactory.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. During the inspection, the Licensing Officer observed the following: - Some of the crib bedding in one of the Group Child Care (Under 36 Months) programs was stained. - Some of the bedding/linens for the sleeping arrangements used by the children at nap time were piled together on top of a stack of cots. To prevent the spread of communicable disease, cot bedding must not be mixed/stored together. - A toilet in the one of bathrooms used by the Group Child Care (30 Months to School Age) programs was not working. *The correction date for this contravention is Nov 15/24. - Hazardous products such as spray paint were found accessible to the children in a cupboard in the Group Child Care (School Age) program. - Storage cupboards that have access to the building duct work and other hazardous objects were unlocked and accessible to the children in the Group Child Care (School Age) program. - A hanging phone cord was accessible to the children in one of the Group Child Care (30 Months to School Age) program. - The storage shed in the outside play yard (the field) was unlocked and accessible to the children. While there were no hazardous objects or products observed in the shed, the tall shelves inside the shed that stored toys and other equipment appeared to need securing to prevent tipping and possible injury. *The correction date for this contravention is Nov 12/24. - A small moveable climber in the outside play space, used by the Group Child Care (Under 36 Months) program, required a 6 ft clearance around it to ensure a safe space for entering and exiting the equipment. *Resolved during the inspection. - The tallest point to which a child could climb on the equipment in the outside play space used by the Group Child Care (School Age) programs measured at 5 ft 7 inches. The Licensing Officer inspected a portion of the artificial turf and padding that is used underneath the climbing structure and it measured at an approximate 3 inch depth. As per the "Director of Licensing - Safe Play Space Standards", the depth of resilient material required for equipment that is over 5 ft in height is 6 inches. *The plan of correction for this contravention must be submitted to Licensing for review on or before Nov 21/24.

Observation. - As per the Licensee's emergency plan, an adequate supply of emergency supplies (e.g. non perishable food, bottled water, blankets, flashlight, batteries, wipes, diapers, activities for the children, etc.) must be readily available for the capacity of children in care in the event of a large scale evacuation. - The large scale evacuation plan was not practiced annually and the record of the previous practice was not available for Licensing to review.

Observation. Licensing reviewed the staff file and found it incomplete. At the time of inspection, only one character reference was found in one of the employee's file. Ensure that character reference checks for the staff are obtained prior to the start date of employment.

Observation. Based on the information received during this inspection, Licensing has determined that on May 27, 2022 between 7:00am and 7:45am, there were 15 children (including children in Kindergarten and Grade 1) present in the Group Child Care (School Age) program with only one responsible adult staff present. The minimum required staff to child ratio for a School Age care program when there are Kindergarten and/or Grade 1 children present is 1:12.

Observation. Based on the information received during this inspection, Licensing has determined that children in care were being offered food as a reward for appropriate behaviour. The manager informed Licensing that this practice was implemented by the program staff in order to be consistent with how parents were rewarding their child at home. However, once this practice was brought to the manager's attention, the staff were informed that this was not permitted and was a contravention to Section 48 (7) - Nutrition - of the CCLR. This practice was immediately stopped and the food used for reward has since been removed from the program room. - Resolved. Additional allegations received included concerns that the children were not being continuously supervised by staff, especially during outside play. Based on the observations made during this inspection, Licensing was unable to substantiate these concerns.
