Observation. Licensing Officer (LO) observed lunch time supervision practices and witnessed all staff leaving the table while some children remained eating. The staff were all busy assisting other children during transitions. LO observed the facility manager step in and assist staff with diapering children. Two children remained sitting at the table eating alone. This was verbally discussed with the facility manager during the last routine inspection. LO reviewed the importance of having close supervision of children while eating and following facility's policy respecting food and drink. A health and safety plan is required to immediately to ensure the risk to children in care is mitigated.

Observation. Licensing Officer observed no record of fire drills being practiced for the under 36 months program in the second portable, last recorded month was August. Licensing Officer observed staff not following the food and drink policy, which states employees will sit with children while eating.

Observation. The complaint alleges there was no documentation recorded for an unexpected event involving three children in care. The recorded information for injuries and unexpected events lacks details, including the names of children who were involved in the incident. Based on the information gathered by Licensing, which includes facility documentation while on site, the Licensing Officer determined that the allegation is substantiated. The complaint alleges a care plan was developed for a child who requires extra support that specifies the child be isolated in the corner during nap times. Based on the information gathered by Licensing which includes facility documentation while on site, the Licensing Officer determined that the allegation is unsubstantiated.

Observation. Observed one educator's certificate was not posted. This was corrected during inspection.

Licensing reviewed the following and observed items were complete at time of inspection. -Daily attendance, care plans, minor incident log, emergency information, outdoor play space log and children's photos.

Observation. Observed a napping mat positioned right in front of the exit door in the napping room which poses a risk to children in case of an emergency. This was corrected during inspection.

Observation. The complaint alleges a staff member became frustrated with a young child while putting on their snowsuit. The staff member expressed their frustration out loud then dropped the child who fell to the ground and landed on their face. Based on the information gathered by Licensing which includes facility documentation, staff interviews and observations while on site, the Licensing Officer determined that the allegation is substantiated.

Observation. The complaint alleges a staff member put a young child who is not in the process of toilet training, on the toilet against their will and forcefully held them down by their wrists. The child began crying and the staff member did not let go of the child's wrists until another staff member came into the washroom and told them to let go. Based on the information gathered by Licensing which includes facility documentation, staff interviews and observations while on site, the Licensing Officer determined that the allegation is substantiated. The complaint alleges a staff member aggressively pulled a young child by the wrist to bring them back when they wouldn't sit for circle time. The complaint alleges a staff member working in the facility does not have the patience, is easily frustrated, does not take direction and does not provide adequate care and supervision to young children in care. Observation. The complaint information received alleges the facility is operating without qualified staff. During the complaint investigation Licensing found the facility was operating without qualified staff and the ratio of employees to children was less than permitted in Schedule E. The complaint is substantiated. Licensing requires a staffing plan listing scheduled hours and qualifications that meets the actual operational needs of the facility.

Observation. During the complaint investigation Licensing found not all educators working at the facility had their license to practice certificates posted. The facility also did not have the name of the manager posted in a prominent place.

Observation. The complaint information Licensing received alleges the facility does not have a current manager. This allegation is unsubstantiated. During the complaint investigation Licensing discovered the new manager lacks training and the experience necessary to carry out the role as a manager. Licensing requires a training plan be submitted which includes timelines and addresses how the new manager will be trained in their role.
