    Observation. Upon review of a sampling of child registration records it is observed that two require care plans for noted medical conditions; one requires an indication of the medical practitioner the family would use if needed due to illness or injury, whether that is a family doctor, clinic, tele-health app or emergency room. One record requires a copy of the custody order in effect, in order to be complete. Care plans are required in order to ensure employees are aware of medical conditions of children, the symptoms to look for, and how to respond to symptoms if necessary. The medical practitioner information is required to be available to provide to emergency services if necessary. Custody Agreements are required in order to ensure that employees have legal documentation on hand regarding safe release of children if necessary. Minor Incident Logs, Fire Drill records, Outdoor Inspection Logs, and Attendance records appear to be used consistently and are complete. Notify Licensing of correction to registration records by June 1, 2026.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. Upon review of a sampling of employee records it is observed that one requires Immunization and COVID-19 Vaccination statuses in order to be complete. Having documentation of the status of employees immunization is required so that Licensees are aware of who may or may not be able to work if there is an outbreak of a disease preventable by immunization in the facility. These items have now been added to the record. The Emergency Preparedness Practice is due to be initiated. This practice is required annually in order to ensure all employees are familiar with the plan, and that the plan is adequate to protect the health and safety of children during an emergency event. Notify Licensing of completion of the practice of the Emergency Preparedness Plan by June 1, 2026.

    Observation. The incident report indicates that a staff person lifted and moved a child from one area to another causing injury to the child. During interviews it was noted that the child requires extra support. The employee record does not reflect training and experience in the skills necessary to care for the child requiring extra support. Employees must have training and skills necessary to offer care to children with extra support needs in order to offer the child the opportunity for healthy, safe and dignified care. Notify Licensing of the proposed training plan for this employee on or by March 20, 2026.

    Observation. The incident report reflects that a child was lifted and moved from one area to another. During interviews it was noted that the child requires extra support. The child's registration record requires a care plan as it has been noted that the child requires extra support in the program. Care plans are to be developed in conjunction with the parents/guardians in order to clarify what actions and program adjustments will be made in order to support the child to have healthy, safe, and dignified care. Notify Licensing of development of the care plan by March 12, 2026.

  • C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

    Observation. Upon review of the incident report, employee and child record reviews, and interview with the identified employee, it is determined that the employee used a restraint as a behavioural guidance technique, which is not age and developmentally appropriate and caused injury to a child. Behaviour guidance must be age and developmentally appropriate to the child receiving the guidance in order to ensure that a child is receiving healthy, safe and dignified care and to reduce risk of injury. Notify Licensing of actions taken to ensure that behavioural guidance is appropriate to the ages and developmental levels of the children served by March 12, 2026.

    Observation. The complaint states that there were more than the allowable limit of children under 36 Months of age in a program on at least one occasion. Upon review of attendance records it has been determined that on at least one occasion there were more children under 36 Months of age in a program than allowed. Group sizes and age range limits are in place to ensure that children are able to receive adequate care and supervision by the qualified employees assigned. Submit a plan to ensure that the age range limits will not be exceeded going forward, on or by February 5, 2026.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. The complaint states that an incident was not reported to Licensing. It has been determined, upon discussion with the Licensee, that more than one incident report was required to be submitted. Incidents are reported to Licensing to provide opportunity for review to ensure that appropriate and adequate actions are taken to reduce risk of recurrence. The Licensee has submitted the required Reportable Incidents for review as required.

    Observation. It was observed the fridge did not have a method to determine the temperature. Ensure the fridge temperature is maintained between 0 to 4 degrees Celsius to reduce risk of spoiling food and food borne illness. Submit to Licensing by June 25, 2025, evidence the temperature is between 0 to 4 degrees Celsius. It was observed the chain link fence was disconnected from the post and a large piece of metal was exposed. A fence not in good repair could result in injury or elopement. Submit to Licensing by June 25, 2025 evidence that the fence is in good repair. Water temperature was measured at 51.9 degrees Celsius. Water accessible to children must not be more than 49 degrees Celsius to reduce the risk of a scalding injury. Submit to Licensing by June 25, 2025 evidence that the water will not exceed 49 degrees Celsius.
