  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. Licensing reviewed the 6 staff records and determined only 2 were complete. The following required documentation was missing from some files: • First aid certification, which was current but not validated by the Licensee, as it was not signed by the instructor per Child Care Licensing Regulation Schedule C. • Evidence of work history. • Reference contact information listed in the records and in one case a reference letter; however, there is no verification or confirmation that these references have been checked or validated by the Licensee. • Record of immunization status. • Evidence of orientation and training regarding the fire escape plan and emergency procedures. Additionally, during the review of criminal record review letters, it was found that two staff members’ files contained copies of the letters provided by the staff members themselves, one of which was observed in the program room during the inspection. These copies originated from a previous employer and an educational institution. Only original criminal record review letters received directly from the Criminal Record Review Program are deemed acceptable. The Licensing Officer discussed this issue with the Manager, stressing the importance of obtaining and maintaining all necessary documentation before hiring staff and having them present at the facility. The Licensing Officer requested immediate compliance, ensuring that no staff members without an acceptable criminal record review letter are present at the facility. Ensuring required staff documentation is obtained prior to hiring is crucial to verify staff qualifications, character and skills, and to ensure the health and safety of the children in care. Submit by January 19, 2025, a confirmation that all staff files have been reviewed and updated to ensure their completeness. Include details on how the system has been revised to maintain ongoing compliance. Additionally, provide written confirmation that no employees without an acceptable criminal record review letter are present at the facility.

    Observation. All licensed child care facilities are required to test the water for lead content. To date, Licensing has not received test results. Licensing has provided resources for completing water testing to the Licensee Contact via email.

    Observation. On review of child records, the physical description for children that can be used to readily identify the child in an emergency was missing. Ensure the system for completing and updating child records includes the height, weight, eye color, hair color, and any other distinguishing characteristics that would identify the child. Submit to Licensing by the follow up date requested, confirmation all current registration records have been reviewed and updated to include this information and how the Licensee has revised the system to prevent similar non compliance from re-occurring.
