    Observation. The Licensing Officer reviewed with the Site Manager the additional support provided to a child attending the facility, along with the written care plan the Licensee developed in consultation with the parent. The plan does not clearly outline the actions that the facility staff are to take, and the documentation of compliance is inconsistent. Clear care plans and proper documentation ensure safe, consistent support and promote safety, accountability, and effective care modifications. Submit to the Licensing Officer by December 15, 2025, a written response outlining the corrective actions implemented to update all current care plans and the system established for monitoring compliance with care plan logs.

    Observation. On review of child records the registration form had been revised and is missing a section for the written authorization from parents regarding persons allowed to pick up the child. Ensure for all current children attending that written consent is obtained and kept from the parent to release a child to someone other than the parent. Also revise the forms used to ensure any future registrations include the required written consent. The facility maintains a log recording outdoor inspections have been completed; however, maintenance and repairs to the outdoor play area have not been consistently recorded. Ensure all changes, repairs, and maintenance is documented in the log. Submit to Licensing by the follow up date requested confirmation the above noted contraventions have been addressed and include details regarding how systems have been amended to ensure compliance is maintained.

    Observation. The section of fencing between property boundaries used to enclose an area of a designated outdoor play area is requiring repair or replacement. Submit a plan detailing how the Licensee will ensure the health and safety of children accessing this area until funds are obtained to address the fencing.

    Observation. The placement of some equipment in the outdoor play area does not provide the required six feet of clearance. Submit the system developed to inspect and maintain the outdoor play area that includes monitoring clearance zones for equipment.

    Observation. The complaint information received alleged staff are inconsistent with care. Based on the review of facility documentation and conversations with staff, Licensing determined the allegation is substantiated. Submit confirmation that all staff caring for children that require extra support have been familiarized with current care plans and how the Manager will monitor compliance.

    Observation. The complaint information received alleged staff are using their personal phones and engaged in personal conversations while supervising children. Licensing observed appropriate supervision during the inspection. The Manager stated no concerns have been observed or brought forward regarding staff using personal phones or providing inadequate supervision while caring for children. Therefore, the allegation is unable to be substantiated. The complaint information received alleged programs are operating in non compliance with required staff to child ratios. Licensing cross referenced staffing schedules with attendance records that identified non compliance with staff qualifications at times. Licensing observed the ratio of employees to children to be less than permitted in Schedule E. Therefore, the allegation is substantiated. Submit a plan detailing how the Licensee will ensure compliance with CCLR section 34 and Schedule E in each program. Include staff coverage for regular scheduled breaks, staff washroom breaks, and temporary absences.

    Observation. Not related to the complaint information received, Licensing reviewed staff records and found missing required information. Submit to Licensing confirmation that staff records have been updated and are complete.

    Observation. Substantiated CCLR Section 34(2)(a): Licensing reviewed facility documentation with the Manager and confirmed that 4 children under the age of 3 years attend one of the Group Child Care 30 Months to School Age programs. Only one had a previously approved temporary placement exemption which expired in October 2021. Licensing confirmed no exemptions are currently in effect. Unable to Substantiate CCLR Section 34(2)(b): Licensing reviewed with the Manager the facility procedures when staff on the floor have to step away and how the facility ensures staffing ratios are maintained. Licensing discussed the process with staff and there was no indication of non-compliance.

    Observation. During today's inspection, staff records were reviewed. The Licensee must validate all ECE and Assistant Licences to Practice on the ECE Registry website and provide evidence of validation in the staff records.

  • C6.1 - Are acceptable hygiene practices maintained?Non-critical

    Observation. Licensing observed the mats used for napping with individual blankets stored together and touching. Please submit to Licensing by the follow up date provided a revised procedure for sanitizing and storing napping materials that prevent the spread of communicable disease. The current equipment being used by the facility are yoga mats which are challenging to clean and store. Licensing acknowledges the Licensee may apply for funding to replace the yoga mats with a different type of equipment that is easier to clean and store.
