Observation. The incident report states that an employee restrained a child. Restraints are not an age and developmentally appropriate form of guidance. The review of the child's registration information demonstrates that the child does not have a care plan that authorizes use of restraints as a behavioural guidance technique. As the child does not have a care plan noting restraints are permitted to be used, the use of restraints is determined to be a harmful action that is not permitted. Notify Licensing of steps taken to reduce risk of recurrence of restraints being used as a form of behavioural guidance by March 25, 2026.

- C4.1 - Are facility records current and complete?Non-critical
Observation. The Facility Licensing Officer met with the facility Manager and Licensee Contact to discuss the current system in place for developing a care plan. The complaint outlined that the facility had not created a care plan for a child requiring extra support upon registration in the facility, and that the plan was not developed with parental and professional extra support as requested by the parent. During the inspection it was discussed that a care plan had not originally been developed for a child in care registered at the facility who required a plan. The Manager and staff are currently reviewing all care plans to ensure that they are designed to demonstrate how the facility will support the child in care's individual needs, including specific, measurable actions to be taken through physical changes to the affected programs, or changes to programming required to support the child in question. It was discussed that care plans will include time lines that are measurable, where applicable, to supporting changes in behaviour or abilities. The Licensing Officer also discussed that compliance with the care plans must also be documented and be available for review as necessary. Upon review of the care plan in question and the discussion with the Manager and Licensee Contact, the complaint was substantiated.

Observation. Upon review of a sampling of employee records it was observed that certificates of qualification validations were not on file.

Observation. Some fridges in the care programs registered above 4 degrees Celsius, above the maximum allowable temperature. During inspection it was observed that a fence in the Infant/Toddler play area has a gap at the bottom that is wide enough to allow a child to crawl under it.

Observation. The complaint alleges that educator's certificates aren't posted. During the complaint investigation, Licensing observed a classroom where certificates were posted inside the classroom and the substitutes certificates were posted behind a large shelfing unit, where you couldn't see them. The complaint is substantiated. Display educator/assistant certificates in a prominent place.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. The complaint information received alleged the facility is not prepared for emergencies due to the recent power outages. Based on the review of facility documentation and conversations with staff, Licensing determined there was a lack of details outlining how the facility would prepare for, mitigate, respond to, and recover from any emergency. This includes a lack of cell service and when the power goes out, there is no ability to call for emergency services within the building. The complaint is substantiated. Revise emergency plan and procedures to prepare for, mitigate, respond to, and recover from any emergency. The complaint information received alleged that when the facility closes down programs due to a lack of staffing, only certain parents are called while others aren't. This is outside Licensing's mandate. Unrelated to the complaint, Licensing reviewed the information provided to parents regarding refunds for prepayment and determined there is no written statement provided to parents outlining the terms and conditions upon which a refund of all or any of the prepayment will be made. Ensure a repayment statement is provided to parents setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
