  • C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

    Observation. The employee qualification certificates are posted in a hallway that is generally not accessed by parents. The purpose of the posting of employee qualification certificates is so that parents can see what qualifications the employees have and that the certification is valid. Ensure that employee certificates are posted prominently in the facility and notify Licensing by April 30, 2026. The Licensee continually informs Licensing of any significant changes to the operation or structure of the facility as necessary.

  • C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

    Observation. The metal gate that separates a program from a shared hallway is open, allowing the groups to mix temporarily. Groups are not to mix inside or in the outdoor play area in order to ensure that group sizes and supervision practices are fully maintained in compliance. Two children who are transitioning from inside to outside during a bathroom break have been left without adequate supervision due to the employee having to attend one child who has run toward the outer door. Children must be supervised at all times in order to reduce risk of injury and ensure care needs are being met. Notify Licensing of the actions taken to ensure groups do not mix inside and supervision practices implemented to ensure children are adequately supervised at all times by April 30, 2026.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. Upon review of a sampling of child records it was noted that one was missing a Care Card number and one requires a care plan to address an identified condition. A Care Card Number may be required if a child needs medical attention due to illness or injury, while attending the facility. Care plans ensure that children with medical, physical or emotional/behavioural differences receive safe and supportive care within the facility as well as supporting employees to know how to respond to any symptoms of identified conditions. Confirm by April 9, 2025 that child records have been reviewed to ensure completeness, and that care plans have been developed with input from the parents as necessary as per Sections 57 (2) and 58 of CCLR. Upon review of the Minor Incident Log, Outdoor Inspection Log, Fire Drill Practice log and Emergency Preparedness Plan Practice record it was noted that all appeared complete and used appropriately and regularly in the facility.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. Upon review of a sampling of employee records, it was noted that two require updated Validations to accurately reflect current certification of qualification. Accurate validations are required to ensure that employees hold the level of certification stated on their certificates, to ensure adequate training of individual employees. Confirm by April 9, 2025 that all employee records have up-to-date certificate validations as per Section 19 (2) (c) of CCLR. Otherwise, all documentation was on file for employee records and demonstrates that employees possess adequate training and experience to meet the care and supervision needs of children.

    Observation. During inspection it was noted that sleep mats are stored in the washroom. While they are generally covered, the cover is required to be impermeable to reduce risk of spread of illness.

    Observation. It was alleged that during inclement weather, the lower level of the building, which is not a licensed space, was being used by children. As a result of follow up, it was determined that the lower level was not licensed during the original application phase, but has been used by children for activities during inclement weather. This allegation is substantiated.

  • C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

    Observation. It was alleged that children from the neighbouring licensed child care facility were attending this facility's basement occasionally, during inclement weather. As a result of follow up it was determined that children from the neighbouring facility did use the basement. Therefore this allegation is substantiated. It was alleged that children from the neighbouring facility would often join children from this facility in their outdoor play space for activities. As a result of follow up it was determined that this allegation is substantiated. The licensee also disclosed that in the past, the employees and children from the neighbouring facility attended this facility for an event. All of these activities would result in the facility capacity being exceeded. Therefore this allegation is substantiated.
