    Observation. It was alleged that one program at the facility would, at times, operate above the allowable maximum capacity. As a result of follow up, this portion of the allegation was unable to be substantiated. It was alleged that children from this facility would occasionally attend the lower level of the neighbouring facility, during inclement weather. As a result of follow up, it was determined that this has occurred. Therefore this allegation is substantiated. It was alleged that a care program from this facility and a care program from the neighbouring facility were gathering together on one licensed premises. As a result of follow up, it was determined that has occurred. Therefore this allegation is substantiated.

    Observation. The complainant stated that children were, at times, being moved between 2 different programs at the facility. During follow up, it was determined that, while there was no issue with children occasionally being moved from one program to another, employees were not capturing this movement on each programs daily attendance record.

    Observation. Upon review of a sampling of employee records it was noted that one did not have the status of immunization included.

    Observation. Upon review of a sampling of child records it was noted that one indicated "no doctor at this time" discussed that in those instances the parents/guardians must indicate a clinic or emergency room they would use in the event their child was ill or injured. Discussed updating medication administration forms to include more information. Reviewed Minor Incident Log, Fire drill log, Outdoor Play Space inspection log, Emergency Preparedness practice log all of which appeared to be in good order.

    Observation. During inspection it was noted that the programs were not going outside due to the weather being overcast and rainy. As per the Child Care Licensing Regulation and the Director of Licensing Standard of Practice-Active Play, children must have outdoor play periods daily unless there is a severe weather event (Heat wave, extreme cold, blizzard, thunder/lightening storms etc.)
