Observation. Two openings in the outdoor play area were observed to measure between 3.5 and 9 inches. One opening is between the fence and the shed. One opening is between the entrance gate and the ground. An opening that measures between 3.5 and 9 inches may pose of a risk of entrapment for children. A response is required by February 23, 2026 to confirm the risk has been mitigated.

Observation. Care plans are on file for children in each program of the facility. Information is not evident in the plans to include any resources to be made available to the child, any adaptation of the facility or any modification to the program of activities to support the child while in care. Care plans need to contain information on how the facility and program will be adapted to support the child's health and development while in care. A response is required by February 20, 2026 to confirm all care plans are completed as required. Care plans on file do not have evidence the plans were developed in consultation with the parent. This is a re-occurring contravention originally found out of compliance on January 16, 2024 and February 12, 2025. Care plans for children who require extra support are to be developed in consultation with the parent and any other person requested by the parent for the health and safety of the child while in care. A response is required by February 20, 2026 to confirm all care plans are completed as required. The daily log of play space inspections is incomplete and missing evidence of inspections on some days over the past year. This is a re-occurring contravention originally found out of compliance on February 12, 2025. A current log of all play space inspection is required to ensure the health and safety of children while in care at the facility. A response is required by February 17, 2026 to outline how the risk has been mitigated.

Observation. Through a review of records a fire drill was not practiced by all employees during the month of January 2026. This is a re-occurring contravention originally found out of compliance on January 16, 2024. A record is required to indicate that each employee has practiced implementing the fire drill each month to be prepared in the event of an emergency. A response is required by February 17, 2026 to outline how fire drills will be practiced and recorded as required. The emergency plan was disclosed to have been practiced in October 2025, however evidence of the practice was not available for review. A record is required to indicate that each employee has practiced the emergency plan each year to be prepared in the event of an emergency. A response is required by February 20, 2026 to confirm the emergency plan has been practiced by all employees as required.

Observation. In one Group Child Care (30 month to School Age) soiled diapers were observed to be discarded into a container that does not have a lid. A covered container is required for the sanitary disposal of soiled clothing and diapers. Confirm when a covered container is in place as required.

Observation. In two care program rooms the emergency backpack containing bear spray was observed being stored within reach of the children. A Licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Outline the system developed to ensure hazards are stored out of reach of the children.

Observation. Children who have medical conditions have care plans developed, however, children who require extra support with other areas such as behaviours do not have a care plan in place. This is a re-occurring contravention originally found out of compliance on January 16, 2024. A care plan is required for any child who requires extra support and needs to be developed in consultation with the parent and any person requested by the parent. Confirm when care plans are completed and outline the system developed to ensure care plans are in place as required. Outdoor play space inspections are not being documented as required. A system is in place to record inspections however, appears to be ineffective. This is a re-occurring contravention originally found out of compliance on January 31, 2023. A log of all play space inspections, maintenance and repairs is required to be kept up to date. Outline the system developed to ensure inspections are being documented as required.

Observation. Permanent changes to the outdoor play space were made- new sod was laid and a gazebo was built without a prior notification to licensing.

Observation. Items are being stored on top of a high cabinet that are not secure and posed a risk of falling down to where the children play.

Observation. It was disclosed that a child attending the Under 36 months program was choking and required first aid. This incident was not reported to Licensing. In reviewing children's files the start dates of enrollment are missing from several files. Two children in care who require extra support due to medical conditions do not have care plans in place.

Observation. One program room did not conduct fire drills for the months of November and December 2023.

Observation. Rest blankets for children in the Group Child Care 30 Months-School Age (3 year old room) are being stored together in a basket.

Observation. It was disclosed during inspection that annual emergency plans have not been conducted or documented. In reviewing staff files two staff were missing character references. It was confirmed by management reference checks were conducted but were not readily available for licensing to review. It was observed two employees did not have the correct Criminal Record Check on file.

Observation. -In both Group Child Care (30 Months to School Age) rooms Licensing Officer observed a bleach water solution accessible to children in care. -In one Group Child Care (30 Months to School Age) room Licensing Officer observed the following items accessible to children in care: orange concentrated all purpose cleaner, adult sized scissors and a sharp kitchen knife.
