Observation. The fencing on the west side of the outdoor play space is showing signs of rot in numerous places; boards are breaking away and many are loose and no longer secured.
Corrective action. Ensure the outdoor space is in good repair.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing noted 'Great Value Disinfecting Wipes' located on the bathroom counter which is accessible to the children.
Corrective action. The Manager moved the disinfecting wipes out of the reach of children. Ensure children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Areas of the facility were not clean, including: - Children's bathroom. The bathroom smelled like urine, the top-tite hinge and the base of the toilet had urine stains. - Edges of the table where children eat had food and grime. - Fridge handles had grime. - Interior of the fridge had grime. The Manager said she is aware the fridge needed to be cleaned.
Corrective action. Ensure the furniture, equipment and fixtures are clean and in good repair.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing noted the name of the Manager was not posted.
Corrective action. Ensure the name of the manager is displayed in a prominent place.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. There is no record of a fire drill or emergency drill from January-April 2022.
Corrective action. Ensure there is a record respecting compliance with 'Emergency training and equipment'.

Observation. All the food in the emergency supplies expired on December 2021.

13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. The daily attendance record indicated on several occasions children are not signed out from the facility.
Corrective action. This is noted to be a repeat contravention. Ensure a record indicating for each day whether the child is absent or present and the time of arrival and departure.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Early Childhood Education certificate was not verified for the Manager.
Corrective action. The Manager completed the verification while licensing was on site. Ensure persons who hold an educator or assistant certificate, have the certificate verified by the system maintained by the early childhood educator registry.

Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available.
Corrective action. This is noted to be a repeat contravention. Ensure persons over the age of 12 who are ordinarily present have obtained a criminal record check.

- EQUIPMENT AND FURNISHINGS
A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation. During inspection of the facility it was found that the designated nap room was full of toys, a chase lounge and vacuum and the children were unable to nap in this room. The licensee expressed that this room was not normally like this but because of the graduation party from the day before many of the items had been moved into there temporarily. This is a repeat contravention
Corrective action. Ensure that children younger than 36 months of age are provided a separate sleeping area located away from activity area.
11130 - CCLR s.15(3) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. 1. During inspection of the backyard it was found that the children had access to an unlocked shed that contained a lawn mower and a can of gas. This shed has a half door that an older child could reach over and access even if locked. 2. Children had access to debris stored beside the shed at the back of the property. 3. An extension cord was found in the children's play area that could pose a strangulation hazard.The extension cord was removed from the play area during inspection.
Corrective action. Ensure children do not have access to any objects or substances that may be hazardous.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. 1. During inspection of the main play room, washroom and hallway it was found that at child level, several of the walls required repair where the drywall was exposed. 2. During inspection of the back yard it was found that the fence along the back of the property required repair in one place. The fence along the left side of the property had an opening where the soil was removed exposing a hole that could pose an entrapment hazards. The fence along the right of the property had a piece of the lattice at the top of the fence that has been pushed away by the neighbor's tree. This has produced exposed nails. 3. The yard in the back of the home had fruit that had fallen from various trees and was left unremoved. Some of the fruit appeared to have been there for quite some time. Small children may eat or mouth the discarded fruit. Licensee provided that some of the fruit will be harvested from the trees when ready to be picked. 4. The stairs located in the backyard have areas in and around them that present an entrapment hazard for young children
Corrective action. 1. Ensure the walls of the facility are in good repair 2. Ensure the fence is repaired and in good condition and that all holes located under the fencing are filled in and do not present an hazard to entrapment. 3. Discarded rotten/dried fruit from trees should be removed. 4. Ensure there are no entrapment hazards in and around the stairs in the backyard.

Observation. CRC renewal was required last year, Manager indicated it would be completed shortly
Corrective action. CRC renewals are required every 5 years, those must be maintained.Please ensure CRC is up to date for all employees and anyone ordinarily present over the age of 12 years. Safety plan will need to be provided.
