A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following: - Mold residue in the bathroom and kitchen sink - Mirror in the bathroom appears to be dirty - Diaper change pad is showing signs of wear and tear

Corrective action. Ensure the facility is clean and in good repair.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

Observation. Licensing observed 2 individuals who are ordinarily present on the premise, have not obtained a current and valid criminal record check.

Corrective action. Ensure all individuals ordinarily present have a current and valid criminal record check.

A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

Observation. The first aid kit has insufficient supplies

Corrective action. Ensure there are sufficient supplies in your first aid kit.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

Observation. In review of the attendance records, Licensing noted, the maximum group size of 8 was exceeded for 30 minutes on June 28, 2024. The Manager said at no time does she recall exceeding the maximum capacity and may have made an error on the attendance record.

Corrective action. Ensure the maximum capacity for the service type; multi-age is not exceeded.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent.

Corrective action. Ensure all care plans are reviewed annually.

Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available. The Manager said an application has been submitted.

Corrective action. Ensure all individuals over the age of 12 who are ordinarily present have obtained a current and valid criminal record check.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Outdoor playground: various sizes of wooden planks and a heavy cement piece of gardening furniture were stored within the outdoor play space and accessible to the children; this poses a risk for potential fall.

Corrective action. Ensure that a health and safe environment is provided at all times while children are in care.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. Washroom sink water temperature measured 60.2 degree celsius.

Corrective action. Ensure that heated water accessible to children is no more than 49 degree celsius.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Fire extinguisher has not been serviced annually (expired in Apr 2023).

Corrective action. Ensure that fire extinguisher is serviced annually.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history. Observation (CORRECTED DURING INSPECTION): A record of the person's work history was not obtained for one staff member.

Corrective action. Ensure all staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for one staff member.

Corrective action. Ensure that all staff files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): 2 staff's certificates on file were not validated by the ECE registry.

Corrective action. Ensure all staff files are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The following was observed: - several balloons and large boxes are stored in the garage area. This area is used as the entrance to the facility and is accessible by the children. - Protective padding on the fire place mantle is coming off exposing the sharp mantle edge.

Corrective action. Ensure a healthy and safe environment is provided at all times.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Renuzit scented gel was stored on the sink counter which is accessible to the children.

Corrective action. Ensure hazardous objects and substances are not accessible to children.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. The name of the manager is not displayed.

Corrective action. Ensure the name of the manager is displayed in a prominent place in the facility.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

Observation. In review of children's files, there was more than one child younger than 12 months of age in attendance in July and August.

Corrective action. Ensure there are no more children than that permitted in Schedule E.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Emergency supplies are insufficient to implement the emergency plan.

Corrective action. Ensure there are sufficient supplies in place to respond to and recover from any emergency.
