- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): The heaters located at child level in the Group Child Care (under 36) classroom was measured above 49 degrees to the touch and would be considered too hot for children to have access to. The temperature was lowered and measured at the end of the inspection and would be considered a safe temperature at 20 degrees.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Group Child Care under 36 month playground has an area of entrapment and ground cover that presents a tripping hazard located next to the facility ramp.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. The fire exit located in the washroom hallway had chairs, mop and bucket and easel partially blocking the exit door.
Corrective action. Ensure nothing is stored in the doorway of an emergency exit.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. - An electrical outlet in the toddler washroom is not secured and is accessible to children in care. - Toilet cleaning fluid was stored under the sink in the toddler washroom. The child safe lock was broken on the cabinet making the cleaning product accessible to children in care. (corrected during inspection)

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Teh following was observed: - The thermometer in the Infant Toddler fridge measures above a healthy temperature and signals the fridge is in the red zone. - The tables in the 30 month-School Age group were not sanitized prior to use before lunch. Licensing provided reminder during inspection.
Corrective action. Ensure the fridge temperature is between 0-4 degrees
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. The previous manager's name was posted as the manager in the group child care (30mos - SA) room.
Corrective action. Current manager's name is posted in a prominent place in the facility
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Inspection of the emergency supplies found expired food.
Corrective action. Ensure there is a system in place to track and replace expired food in the emergency kit.
13020 - CCLR s.22(1)(b) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (b) is appropriate for the age and development of children in each group in the community care facility.
Observation. Staff described that children in the Group Child Care (30 mon - SA) program are expected to remain on their beds for 2 hours during nap time even though they are not sleeping. Some toys are provided but the children are not permitted to get up and move around for the entire 2 hour period.
Corrective action. Expectations should be appropriate for the age and development of the children in care.
18020 - CCLR s.44(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Three out of four anaphylaxis care plans had not been reviewed annually with the parent and updated. Three of the four Epi-pens used to administer emergency medication had expired.
Corrective action. Ensure emergency anaphylaxis care plans are updated annually with the parents. Emergency medication must be replaced prior to expiration date.
19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. A review of emergency cards in the 30 month - SA classroom found that 4 out of 5 cards reviewed had photos that were from when the children entered the facility as an infant or toddler and no longer represented how the children currently appear.
Corrective action. Ensure photos of the children used on emergency cards are from the current year.
19160 - CCLR s.57(2)(i) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. One of four files reviewed did not contain a record of immunization

Observation. The centre has several surveillance cameras located throughout the facility. One is located in the hallway in view of where diaper changes occur. Licensing requested during the inspection that the camera be disabled. The licensee was unable to disable the camera but pointed the camera to the ceiling and away from the diaper change centre.
Corrective action. The video camera must be removed from the hallway where diaper changes and toileting occurs.

Observation. Through a conversation with staff and a review of facility daily attendance records licensing found that on multiple occasions the staff to child ratio was not maintained in the I/T group. For example on several occasions, the opening IT staff had 5 or 6 children in attendance between 8-8:30 until the 2nd staff arrived
Corrective action. Staff to child ratio must be maintained at all times. This is a repeat contravention
