A licensee, other than a licensee who provides a care program described as Family Child Care or Child-minding, must have for each child at least 3.7 m2 of usable floor area in the community care facility, excluding (a) hallways, (b) built in storage areas, (c) bathrooms, and (d) fixed appliances, or, if not fixed, large appliances that are not normally moved from one area to another.

Observation. The maximum number of children were exceeded in the JK1A classroom.

Corrective action. Submit a corrective action plan.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. A random selection of children's files were reviewed, out of the 10 reviewed: - 2 care plans were not reviewed annually with the parent or any person requested to by the parent.

Corrective action. Ensure children's files are complete.

Observation. Two staff used inappropriate behavioural guidance with the children by pulling on wrists, pushing by the shoulder and grabbing items from the children.

Corrective action. Submit a corrective action plan.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the following: - There is paint chipping on the window sills and walls of all classrooms. The drywall is now exposed posing a hazard to the children. - Various equipment stored in the children's bathrooms (i.e art trolly, play tent etc.) - Cleaning solutions were accessible in the GCC (under 36 mos) classroom

Corrective action. Ensure there is a system to maintain a healthy and safe environment

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following: - The railing on 2 baby cribs are chipping, exposing the plywood underneath. The surface is now porrous and cannot be cleaned and sanitized effectively. - 1 play pen with holes on the netting - Casing around the door in the GCC (under 36 mos) classroom is broken - High touch surfaces such as door knobs and bathroom doors are dirty - Change pad in the GCC (30 mos to SA) classroom is dirty

Corrective action. Ensure there is a system to ensure the facility is clean and in good repair.

A licensee must ensure that at all times an employee is available who is competent to either (a) administer a child's medication as instructed by the child's parent or required by the child's record or care plan.

Observation. A staff was unsure where emergency medication was stored for a child.

Corrective action. Ensure all staff are familiar with all children requiring specialized care.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

Observation. - Emergency medication was expired.

Corrective action. Ensure there is a system to ensure medication is not expired.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

Observation. Licensing observed the following: - Staff said medication was administered to a child, however cannot recall recording the amount and time administered. - There were no written directions specified by the parents or careplan regarding the administration of medication.

Corrective action. Ensure there is a system for administering and recording medication.

A licensee must ensure that food and drink are not used as a form of reward or punishment for children.

Observation. Licensing observed in the GCC (30 mos to SA) classroom a child sitting at the table with no snack in front of him asking for banana, while all other children had their snack placed in front of them. This was observed for several minutes. A staff told Licensing the child was not allowed to eat until he put a toy away.

Corrective action. Ensure food and drink are not used as a form of reward or punishment.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing observed 2 care plans were not reviewed annually with the parent or any person requested to by the parent.

Corrective action. Ensure all care plans are reviewed annually.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing observed 3 children did not have a care plan that was developed in consultation with the parent or any person requested by the parent.

Corrective action. Ensure there is a system to create care plans for children requiring specialized care.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. A random selection of staff files were reviewed. Out of the 5 reviewed, 3 did not have verified references.

Corrective action. Ensure staff files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. A random selection of staff files were reviewed. Out of the 5 reviewed, 3 did not have validated certificates.

Corrective action. Ensure staff files are complete.

Observation. Some areas in the facility are showing signs of wear and tear on the walls where drywall is exposed.

Corrective action. The Manager will submit a corrective action plan

Observation. - the bedding for napping was touching one another. In some instances, the cot legs were also touching the bedding - there were toys stored in a crib and playpen in the infant room and these had bedding in them ready for a child to sleep and were being used currently - a mop and brooms were stored in the washroom accessible to children

Corrective action. Ensure a healthy and hygenic environment at all times.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

Observation. The 2 gates entering each of the play yards have a large gap between the gate and the pole; this could pose to be an entrapment issue.

Corrective action. Ensure the gap between the gate and pole is not more than 3" and does not pose a risk to the chidren in care

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

Observation. In a room that is only licensed for a capacity of 4 children, there were 6 children present. They were of the same age group and attending the same service type, however, they were over the maximum allowable capacity according to the license.

Corrective action. Ensure to remain within the maximum allowable capacity at all times as per the license issued.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. A random sample of children's files indicated one was missing the name and number of a doctor or walk in clinic

Corrective action. Ensure to have this information on file

Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.

Observation. A minimum of two character references were not obtained for one or more volunteers.

Corrective action. Ensure to have this information on file

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Evidence of ECE certificate validation was not on file for 1 staff

Corrective action. Ensure to have this information on file

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Ensure to have this information on file for each staff

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for one or more employees.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. One staff had a criminal record check that was not site specific. Another staff did not have a criminal record check; this staff cannot work alone with the children including toileting and diapering.

Corrective action. Ensure all staff have valid criminal record checks that are site specific and done through the criminal records review program.
