A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Baseboard heaters located in classroom 2 require repair to prevent the covers from coming off and exposing the heating elements. Classroom 1 has a missing cover from the overhead light fixture exposing the florescent light bulb tubing. The washroom downstairs has one sink that is no longer working. The tap has been taped closed with duct tape. The acting manager informed licensing that the property manager has been notified of the light fixture and baseboard heating problems on November 26, 2025 and they are awaiting a response.

10050 - CCLR s.11(1) - OR SUPERVISION
A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation. Licensing observed a 16 year old working in the school age program. While the facility complied with staff to child ratio, the staff was not of age or qualified to work in the program.
Corrective action. Ensure children are adequately supervised by qualified employees.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing noted the following: - No attendance recorded on March 6 and 8. - No indication whether children were absent or present March 13, 14 and 15.
Corrective action. Ensure there is an accurate daily attendance record indicating for each day whether the child is absent, or if the child is present, the time or arrival and departure.

10050 - CCLR s.11(1) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (b) is appropriate for the age and development of children in each group in the community care facility.
Observation. Licensing observed the following: - Upon Licensing's arrival at the facility there were 4 children in care and no activities or equipment set up for the children. As more children arrived they were asked to find something to do, however the children were not provided with any toys or equipment. The staff reported the children choose to just hangout in their groups and don't want to do the activities the facility provides. - In classroom 1 lego available on the floor, a small foosball table top toy which appeared broken and some paper and coloring utensils - In classroom 2 there was a large cardboard box used as a fort, paw patrol car ramp, some lego and board games located on a high shelf - All tables were empty This is noted to be a repeat contravention.
Corrective action. Ensure the facility provides a program that is age and developmentally appropriate for the group.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. A random selection of children's files were reviewed. Out of the 4 reviewed, 2 files did not contain the date of enrolment. This is noted to be a repeat contravention.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Children were not directed to wash their hands prior to eating or returning to the facility from school. - Staff did not wash their hands upon returning to the facility or serving snack food (donuts) to the children. - There was one cube shelf with some toys, however there were insufficient toys for the number of children in attendance. (20children - a few board games, skipping ropes, 1 poppit, drawing papers, less than 4 puzzles) - The tables were not sanitized prior to the children eating and playing at them. - Enough seating for only 12 children to eat at a time, "gym" is licensed for 20.
Corrective action. Please ensure a healthy and safe environment is maintained at all times.This is a repeat contravention.
11010 - CCLR s.13(1) - MEDICATION
A licensee must ensure that an employee who supervises a child who self-administers medication documents the administration of the medication in the child's care plan.
Observation. one child self-administers medication, the staff was unaware of the requirement to document this in the care plan. The sign in sheet shows a y/n, however no description of time and/or if the child was observed and if the medication was in the child's back pack as required.
Corrective action. Please ensure that a medication administration form is completed for all medications including self-adminstered medication.
16070 - CCLR s.53(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed 20 children on site and only 1 staff counted in ratio. There were 2 additional individuals, however they both confirmed that they were not included in the ratio of children to staff. Licensing spoke with the Licensee on the telephone during the inspection and she said the Manager was not on premise today and they did not replace them. -There is a supervision plan, as the washroom is located away from the program, the staff had to leave with children to accompany them to the bathroom, leaving the 16 children with the additional individuals.
Corrective action. A Licensee must ensure that the ratio is maintained at all times as per schedule E.

Observation. 4 staff files were reviewed and 2 of the staff files contained a RCMP check and not a CRC from the Records review board in Victoria. 1 of these 2 staff had a receipt for payment for a CRC but the copy was not in the file.

Observation. A kitchen in the facility which houses hazardous items did not have the door secured at the time of the inspection.

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. The program was playing outdoors at the time of the inspection. The away outdoor play area that has been previously approved was not being used as it is closed. An alternate away outdoor play area is being used without prior approval and a health and safety plan being created. During today's inspection glass was discovered on the playground where the children were playing indicating ineffective safety checks or the space. Additionally off-leash dogs were in the park area which could pose an additional risk for the children. The LO reviewed with the manager the requirement for an Away Play Space Health and Safety Plan to be submitted for approval.
Corrective action. Ensure the health and safety or children in care is promoted at all times.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Staff working in the program who is also the appointed manager had an expired ECE certificate posted in the facility.
Corrective action. Ensure all qualified staff have certificates posted.

In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation. The Manager working in the program was unable to locate her staff file during the inspection. This staff typically works at another location and confirmed to have a complete file but confirmed it was not available during the inspection.
Corrective action. Ensure all records which includes staff files are available on demand.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. The facility log book was not available for review during the inspection and the manager relayed that it has not been used in some time. The LO reviewed the requirement for log entries related to unexpected events on a regular basis.
Corrective action. Ensure a record of minor accidents, illnesses and unexpected events is maintained on a regular basis.
