A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed medication stored on the window sill which is accessible to children. A staff removed the medication.
Corrective action. Ensure hazardous substances are inaccessible to the children.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - The fence panel is partially broken creating an entrapment concern - Leaves in the outdoor play space scattered all over the outdoor play space creating a slippery surface
Corrective action. Submit a corrective action plan
11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed some days there is no indication whether a child is absent or present and the departure times are missing.
Corrective action. Submit a corrective action plan.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - fridge temperature is 12 degrees celcius - The material of the bathroom cupboard is becoming porrous and the area cannot be cleaned and sanitized effectively.
Corrective action. - Ensure the fridge temperature is between 0-4 degrees celcius for proper storage of food. - Ensure the bathroom cupboard is in good repair
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed the following: - expired food and insufficient supplies to implement the emergency plan. - insufficient supplies in the First Aid kit.
Corrective action. Ensure there are sufficient emergency supplies to implement the emergency plan.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 8 childrens files were reviewed, out of the 8, 1 child had no information for a doctor. This is noted as a repeat contravention.
Corrective action. Ensure there is a name and phone number of a doctor or walk in clinic on file.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Licensing reviewed 4 staff files, all 4 staff hold the same First Aid certificate with the same certificate number, issue date and expiry date. Licensing confirmed by the issuing Training program 1 staff's certificate is valid but cannot confirm which staff. Additionally, certificate number's are specific to each individual who has completed the training. Therefore, Licensing confirmed 3 of the 4 individuals who often work at the facility do not have a current and valid First Aid and CPR Certificate.
Corrective action. Ensure all staff working with the children have a current and valid First Aid and CPR Certificate.
12210 - CCLR s.23(1)(a) - STAFFING
To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation. Licensing reviewed 4 staff files, 3 staff hold the same Responsible Adult certificate with the same certificate ID and issue date. Licensing confirmed by the issuing school 2 of the 3 staff have not been issued a Responsible Adult certificate. Therefore, Licensing confirmed 2 of the 3 individuals who often work at the facility do not have the qualifications of a Responsible Adult.
Corrective action. Ensure all staff employed in the facility have a current and valid Responsible Adult certificate.

Observation. LO observed and discussed the following with the Manager: - Two shelving units were not anchored/secured against the wall - TV placed on top of above shelving unit is not secured - Air freshener spray bottle in the washroom was accessible to the children

11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): The Manager said that emergency drill was practiced but not recorded for 2022. This was corrected on site.
Corrective action. Ensure that current records are kept for monthly fire and yearly emergency drills.

Observation. 5 children's files were reviewed; 3 of them were missing their Dr's contact information.

Observation. Licensing observed a pile of material stored in the corner of the outdoor play space. Some were children's outdoor toys, and other items were wood, wagon, and old cable dish. Licensing discussed with the Licensee to secure off that area so children do not have access.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed the following: 1. Four ropes were attached to the back fence and were hanging loose presenting a choking hazard. 2. A pile of debris containing orange snow fencing, corroded plywood, and broken plastic containers was present at the back of the yard. 3. A dug out hole approximatley 1 foot by 1 foot and 6 inches deep on the ground near the back fence. 4. The wall in the main room had three places where paint was chipped and dry wall was exposed.
Corrective action. Please ensure all hazards are removed.

Observation. Licensing observed the following: 1. A telephone charging cord hanging from the wall. This contravention was corrected during inspection. 2. Two outlets without coverings. This contravention was corrected during inspection.

11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. A review of the daily attendance records for the last two months indicated 7 children enrolled and attended most days. Licensee indicated that an infant has been present in the home. Although the child was not included in the child care grouping the child counts as part of the ratio.
Corrective action. Please ensure that the ratio of employees to children attending the community care facility is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation. Upon file reviewing it was observed that there was no evidence of a prepayment agreement between the licensee and the parents.
Corrective action. Please ensure you provide a prepayment agreement to all parents and keep a current record of those who have received the prepayment agreement.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon reviewing 6 children files it was observed that one child was missing the MSP number.
Corrective action. Please ensure all children's files are completed.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A review of the facility files showed that 3 out of 6 people living in the house had an expired Criminal Record Check and one person never had a Criminal Record Check.
Corrective action. Please ensure all persons ordinarily present on the premises of the community care facility while children are present have a valid and current Criminal Record Check.

In conversation with the Licensee, Licensing noted the following: - The daily wellness screening is not practiced in accordance with the CDC guidelines. - A Work Safe Plan is not created or posted - The Health and illness policy has not been updated in accordance with the CDC guidelines - Toys that are not easily cleaned have not been removed from the facility such as dress up clothes - Signage has not been posted to remind other not to enter the facility if they are sick

Observation. Licensing observed some wear on a few cabinets in the kitchen area, making the surface porous and hard to sanitize.
Corrective action. Please ensure the furniture, equipment and fixtures are clean and in good repair.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed garbage bags stored in a kitchen drawer that had a child safety lock. The kitchen drawer was accessible to the child. The child safety lock was disabled and could not secure the drawer. The Licensee moved the garbage bags to a higher cupboard, inaccessible to the children.
Corrective action. Please ensure a healthy and safe environment is provided at all times.
