- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection Licensing observed: - A soiled diaper on the bathroom floor beside the diaper pail. - Licensing was unable to determine if the cloth hand towels used for children handwashing were single-use or daily-use, as a system of hooks with children’s names and individual towels were observed on the bathroom wall. In the kitchen, a large bowl with pre-rinsed hand towels were spread over the rim of a bowl and were touching the shelf surface. Licensing discussed single use hand towels (paper or cloth) for hygiene reasons. - A wooden rocking bassinet was being used for a 12 month-old child to sleep. Licensing expressed concern that there is a potential for the infant to stand and fall out. The manager and director said it will no longer be used for children. -A foam mattress is used for children’s nap that did not have a non-porous covering on it. Licensing discussed that this is unsanitary as bodily fluids could seep into the foam. The manager and director said it will not be used for children.
Corrective action. Manager and director will provide Licensing a plan to address the above observations.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During inspection, licensing observed the following: -Rust on the baseboard heater in the play room. -Top surface of a shelf used in the kitchen to store lunch bags showed signs of wear & tear along the edges, making it non-porous and difficult to clean and sanitize.
Corrective action. Director said the above items will be addressed and Licensing will be notified once completed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed two metal circular ant bait traps on the nap room floor, placed under a playpen. When touched, the traps were sticky. The manager said there have been no active ant sightings and that the traps were placed as a preventative measure. Licensing expressed concern as children sleep on mats in this room and the traps would be accessible to them. The manager removed the traps during the inspection.
Corrective action. Director said ant bait traps will not be used in daycare when children are present.
11200 - CCLR s.17 - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult. Observation (CORRECTED DURING INSPECTION): During inspection, Licensing observed a volunteer supervising 6 children in the nap room. Licensing officer asked the manager or director to switch with the volunteer, as volunteers cannot provide care. The director switched with the volunteer to provide nap supervision.
Corrective action. Manager said children will be supervised by a qualified staff at all times.
14060 - CCLR s.39(1) - STAFFING
Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation. A criminal record check was not obtained for the volunteer. Although the director submitted the CRC application, the volunteer began volunteering the next day before CRC results were received.
Corrective action. Director said CRC will be obtained for the volunteer.
12151 - CCLR s.19(5)(a)

- POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The fire extinguisher required to be serviced in August this year.
Corrective action. The Director advised he will have it serviced.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. The criminal record check clearance (CRC) letter for one staff was not site specific.
Corrective action. The Director adivsed he will provide the code to the staff to have their CRC processed through this facility.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Licensing observed the name of the manager was not displayed in a prominent place.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. Licensing reviewed 3 staff files; the manager's resume was not in her file.
Corrective action. The manager did not know it was missing, she will ensure that it's put in her file.
