Observation. A review of minor incidents log identified that a child was involved in a reportable incident in April 2026. This incident was not reported to Licensing as required. It is important that all reportable incidents are submitted within 24 hours to allow Licensing to assess risk and provide guidance as necessary. Observation. It was identified during the inspection that children in Group Child Care under 36 months program are not provided with 60 minutes of outdoor active play on daily basis. As per the Licensing Regulation and Director of Licensing Standard of Practice - Active play, each child must be provided with minimum 60 minutes of outdoor active play unless not permitted by the weather. Provide evidence by 14-April-2025 confirming that all children are provided with 60 minutes of outdoor active play.

Observation. C10.2D - Regulation 39(1) - Substantiated complaint item; The complaint alleged that a child was left unattended in an outside play area. Through the gathering of information it has been found substantiated that this incident did occur. Please inform how staff will be familiar with written policies and procedures to guide staff in ensuring appropriate supervision during indoor and outdoor activities. Also provide a copy of the facility care and supervision policy to licensing.

Observation. C3.1V - Regulation 19,56(b) - Unrelated complaint item; Upon review of staff files it was observed that a regular staff file and a substitute present this day was not available on site. Section 59 of the Child Care Licensing Regulation requires staff records to be kept in a single place at the community care facility. Please advise of the system implemented to ensure regular and substitute staff files are available.

Observation. C4.1B - Regulation 55(2)(a) - The complaint alleged that a child was left unattended in an outside play area. This incident was found substantiated and is reportable as described in Schedule H of the Child Care Licensing Regulation. Please submit an incident report to Licensing of the specific incident and how future reportable incidents will be identified and report within 24 hours.

Observation. C3.1C - Reg. 19(1)(a-f), Act 7 - A staff record was observed today missing evidence that the person has complied with the immunization control programs. Multiple other staff records were missing verification of ECE status. Note: One substitute staff file was missing the ECE certificate; prior to this staff working all required documentation needs to be obtained. Note: Staff will need to implement the emergency plan prior to the year end of 2021.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. C7.1 - Reg. 17 - The group child care (30 months - school age) had a telephone cord hanging from the window ledge that was accessible to the children and could potentially cause harm. Note: Both outdoor play space areas do not have areas of shade and have full sun for most of the day. Staff advise that shade is being resourced and they are currently conducting outdoor play early in the morning to avoid the heat/sun or they will utilize the community park which has ample shade.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. C2.1 - Reg. 22(1)(b) - A facility emergency plan has been created however it is incomplete; Please provide alternate re-location sites for a potential neighbourhood and community evacuation and means of transportation. The evacuation supplies are minimal and should contain basic essentials if the children were to remain in care at an alternate location until parent pick up was possible. Note: Off-site Activity Plan (Transportation Plan) - The facility utilizes the community park on a regular basis; there is an off-site Activity Plan in place but it is not reflective of the current practice or types of care provided - Please update and resubmit to Licensing.
