Observation. - An incident had occurred in February 2026 involving the facility closure. This incident was not reported to Licensing. It is important that all reportable incidents are submitted within 24 hours to allow Licensing to assess risk and provide guidance as necessary. Submit a response with evidence of compliance by March 24, 2026. - There is no care plan for a child who requires extra support. Care plans guide employees in their daily interactions with the child, outlining specific strategies, accommodations and responses ensuring children's developmental and behavioral needs are met consistently and effectively. Observation. - Children's water bottles are only washed and sanitized once a week. Daily cleaning of children's water bottles reduces the risk of bacterial growth that can lead to illnesses. Submit a response with evidence of compliance by March 24, 2026. - A hot water kettle is accessible to children in care. Having hazardous items within children's reach poses a potential health and safety risk to children. Submit a response with evidence of compliance by March 24, 2026.

Observation. It was indicated during the inspection that children in Group Child Care under 36 months program have not been outside in couple weeks. Ensure children are provided with daily outdoor active play periods unless weather conditions would make it unreasonable to do so.

Observation. The Licensing Officer observed that employee's personal belongings were accessible to children which may be hazardous to the health and safety of children. Ensure a healthy a safe environment is maintained at all times.

Observation. There was no covered container observed, next to diaper change area and wash basin, for soiled items in Group Child Care 30 months to School Age program. Ensure soiled diapers are discarded in a covered container that is located next to the diaper change area and a washbasin, outside the food preparation area.

Observation. The complaint alleges that the children are not adequately supervised by qualified employees. - At the time of this inspection, there was an Infant and Toddler Educator observed working in the Group Child Care under 36 months program with one child and an Early Childhood Educator was working in the Group Child Care 30 months to School Age program with 5 children. Based on this observation, review of employee records and employee to child ratio, there does not appear to be evidence suggesting that the children are not adequately supervised by qualified employees. -Unable to Substantiate. The complaint alleges that the children in Group Child Care under 36 months program and Group Child Care 30 months to School Age program are occasionally grouped together. - A facility employee confirmed that the children from both programs were grouped together on 08-Jul-2024. - Substantiated. The complaint alleges lack of supervision by employees and stated that the employees use their cell phones while working with children. - Based on the information gathered during this investigation including observations and conversations with the manager, there does not appear to be evidence suggesting that the children are not supervised at all times by qualified employees. The manager confirmed that the cell phones are only used by staff in case of emergency. -Unable to substantiate.

Observation. During the inspection, the following contraventions were identified: - Upon reviewing children's records, it was determined that the log of minor incidents is not consistently maintained and does not indicate children who are sent home with fever. Ensure a log of minor accidents, illnesses and unexpected events is maintained. - Upon reviewing children's records, one week's attendance record of children in Group Child Care under 36 months was missing. Ensure children's daily attendance record is retained.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. The following was unresolved from the previous Routine Inspection: "There is no evidence that the Licensee has verified ECE, ECEA and ECE IT certificates through the online verification system with the ECE Registry". -During today's inspection, employee records were reviewed and there was still no evidence suggesting that the the educator's and assistant's certificates are verified with the Early Childhood Educator Registry. The repeated non-compliance may result in increased risk rating or action taken on the facility licence.

Observation. - A bag containing personal items belonging to an employee was accessible to children. The bag was not closed and a medication bottle was visible. The bag was moved and made inaccessible to children during the inspection. - A bathroom intended for staff is accessible to children. Some items noted in the staff bathroom included medications which pose a potential risk to children if they were to access.

Observation. C10.2A & C - Reg. 34 - Upon arrival today the Group Child Care (under 36 months) program did not have a qualified staff. The posted staff schedule for the facility displayed past and future days where scheduled staff are not qualified and the and Schedule E of the Regulation is not being met. Please submit a staffing plan until September 30th, 2022 displaying confirmation of staff qualifications, who is working in each program, and how many children will be in attendance.

Observation. C1.1F - Reg. 11(3) - The public facebook page for this facility advertises for preschool programs. The facility does not hold a licence for the care program type "preschool".

Observation. C3.1C - Reg. 19, Act 7 - Current staff records were observed today and found incomplete. One staff file was not present and character and skill requirements could not be confirmed. All staff files must be complete prior to working as per section 19 of the Regulation. Please provide evidence to licensing of system implemented to resolve this contravention. Observation. C4.1B - Reg. 55 - A staff communication book was observed today that had a brief notation of a child who fell and required medical attention. This incident was not reported to licensing as required. Please submit an incident report for this occurrence in January 2022 and the system you have implemented to identify reportable incidents as per Schedule H of the Regulation. C4.1D - Reg. 56 - A staff communication book was observed today with brief notations of child minor accidents that should have been logged in the "minor incident" log book with full details of events and facility actions taken. Please identify the system implemented to ensure minor accidents, illnesses and unexpected events will be appropriately logged.

Observation. C7.2E - Regulation 16(4)(a)(b) The group child care (30 months - school age) program has a fibreglass row boat as part of their outdoor play space. There are a couple cracked/rough areas on the edge of the boat that presents a risk to children. Please repair or replace.

Observation. C7.1L - Regulation 17 In the group child care (under 36 months) nap room one of the cribs has a live exposed electrical outlet without a casing accessible between the cribs slats. Please resolve this contravention immediately as it is high risk. The group child care (under 36 months) nap room had pictures loosely hung above a crib that could potentially be knocked down by a child - RESOLVED during the inspection.

Observation. C3.1C - Regulation 19(1)(a-f), Act 7(1)(a) Staff records were reviewed today; 1 file was missing a first aid certificate and another file was missing a resume. The manager's first aid has expired however the manager states there is always a staff with valid first aid available. Please review all staff records and ensure they are complete.

C4,1E - Regulation 57(1)(a)(b)(2)(a,b,d,e,g,h,j,k) Child records were reviewed today; 1 record was missing a medical number, 1 was missing a photo, and a few were missing special instruction regarding a potential medical event that could occur. Please review all child records and ensure they are complete.
