Observation. Bear spray was located in a backpack which was accessible to children. Bear spray poses a risk to children if it were deployed. Ensure hazardous items such as bear spray are not accessible to children. Provide a response to Licensing with evidence of compliance by November 28, 2025.

Observation. A fire drill was not recorded for one of the programs in October 2025. Monthly practice of the fire drill system is necessary as part of ensuring employees and children are prepared to respond in the case of an emergency. Ensure that each employee practices implementing the fire system each month, and that each practice drill is recorded. Provide a response with evidence of compliance to Licensing by November 28, 2025.

Observation. Upon reviewing employee records, there was no evidence observed reflecting that the educator's and assistant's certificates are verified with the Early Childhood Educator registry. Ensure a person must not be employed as an educator or assistant unless they hold a certificate which must be verified by the Licensee using a system established and maintained by the director of the Early Childhood Educator Registry.

Observation. Upon reviewing children's records, one was found to be missing information regarding the name and telephone number of child's medical practitioner. The facility manager indicated that a few child records were missing the name and telephone number of the medical practitioner or applicable clinic. Ensure children's records are complete.

Observation. - A storage shed that contained a variety of adult garden tools, was accessible to children in outdoor play space which may pose a potential safety risk to children. Ensure a healthy and safe environment is provided at all times. - There were two play-ground structures installed adjacent to each other with no clearance between the equipment. Ensure six feet clearance around equipment is maintained as per Safe Play Space standards.

Observation. C1.1A - Reg. 10(1) - There was a change to the Licensee contact in December 2022 and Licensing was not notified. Please provided written notification of Licensing identifying the Licensee contact name and contact information. A playground structure was installed in the Early Years south play yard without prior notification to Licensing. The height of this equipment is appropriate and has resilient surfacing. Please identify a system for notifying Licensing of any changes to Schedule B of the Child Care Licensing Regulation.

Observation. C7.1L - Multiple nap rooms were observed today with electrical cords accessible to the children. Staff are present in the room when children are falling asleep and then supervision is conducted with periodic checks and baby monitors. Please identify how the cords will be made inacceptable to the children.

Observation. C2.1E - Reg. 56 - Fire drills have not been implemented/recorded in each program. Please identify the system you have implemented to ensure fire drill are conducted and recorded monthly by each employee. C2.1F - Reg. 56 - The annual emergency plan has not been implemented/recorded in the last 12 months. Please identify a system you have implemented to ensure the emergency plan is practiced and recorded annually by each employee.

Observation. C4.1E - Reg. 57 - This item remains outstanding from the previous routine inspection. Child records were observed today without clear written special instruction from the parent regarding a dietary alert. Please identify a system to ensure child records include special instruction in writing from the parent regarding the child's diet, medication, or other matter relevant to the child's care. C4.1E - Reg. 57 - New contravention - Upon review of child registration forms they do not include anyone not permitted access to a child. Please identify the system implemented to ensure this is recorded. C4.1K - Reg. 58 - New contravention - A child care plan was reviewed today with no record of behavior guidance provided as required in section 58(d) of the Regulation. C4.1M - Reg 58 - New contravention - A child care plan was reviewed today that was incomplete of a review in the past 12 months. Please provide a system of how child care plans will be consistently developed, compliance recorded, and reviewed at least once per year. C4.1T - Play space inspection logs are not consistently being conducted/recorded in all programs. Pleased identify a system that ensures that daily, monthly, and annual inspections are performed as per the Director of Licensing Standards of Practice Safe Play Spaces.

- C10.2 - Are children supervised, and are employee to children ratios maintained?Critical
Observation. C10.2C - Regulation 34 - Licensing reviewed attendance for the children in attendance in the unlicensed Sunflower room. The documents displayed that on July 14, 2022 prior to the second staff arriving at 9:00 am there was 13 children present which included children in kindergarten & grade 1. This is not maintaining compliance with Schedule E of the Child Care Licensing Regulation. Please provide a plan of how compliance with staff to child ratios will be maintained at all times.

Observation. C7.1A - Regulation 13 - The proposed new program rooms inspected were the Sunflower and Lavender room. Both of these rooms are new construction to the existing Early Years building and they are in the process of becoming licensed. Both of these rooms unexpectedly had staff and children present. Licensing was advised that the Lavender room is operating as a "summer camp" which is exempt from the Child Care Licensing Regulation and the Sunflower room was being used by the facility licensed Group Child Care (School Age) program which is licensed for up to 15 children. The Sunflower room is not licensed for care and should not have been occupied by a licensed program until the amendment process is complete. Licensing was advised that the Group Child Care (School Age) program will return operating in their specific licensed space on the property. A plan is required to identify how compliance will be maintained until the licence is amended.

Observation. C7.1 - Standards of Practice - Currently when the staff go outside with the children they scan the area for any hazards however there is not a checklist of thorough daily, monthly and annual inspections performed. A sample resource has been provided with this report.

Observation. C6.1 - Reg. 14(4)(a)(b) - In the group child care (under 36 month) Honeysuckle room the diapering change table is located in the kitchen area and away from a handwashing basin. Licensing notes there is an upcoming change of location planned with a physical space amendment. *All programs are cleaning/sanitizing with a daily mixture of bleach and water.

Observation. Furniture, materials, supplies, age appropriate toys, and equipment are in the process of being placed in each program room.

Observation. New building - ensure the facility licence and name of the manager are posted in a conspicuous place in the facility as well as the applicable staff ITE, ECE, and ECEA certificates.

Observation. Due to the amendment, applicable revisions to the current employee plan have been submitted to licensing and are in the process of being reviewed. Qualified staff are required to be in place for the new programs in order to meet the required staff to child ratios.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. Due to the amendment, applicable revisions to the current policies and procedures have been submitted to licensing and are in the process of being reviewed. During the inspection, licensing and the manager discussed the applicable documents/supplies that are required to be in place and/or posted in the new building such as monthly fire drills, annual large scale evacuation practice, and emergency supplies/kits as per the evacuation plan. - Fire approval has been received for the new building.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. An occupancy permit is still needed for the new building. Some finishing construction was still occurring during the inspection (i.e. shelves being installed, railings being installed, etc). Hazardous objects and products must be made inaccessible to the children in care. Ensure children do not have access to any areas deemed unsafe and/or off limits such as the laundry room, electrical room, storage rooms, etc. Ensure staff have access to first aid supplies for when children are cared for on and off site. Licensing and the manager discussed the separate sleeping areas required in programs which have children in care under 36 months. The manager is awaiting panels which have been ordered to place in the applicable program rooms to provide a physical separation of the sleeping area from the activity areas.
- C5.1 - Are healthy eating and nutritional habits promoted and practiced?Non-critical
Observation. Parents will provide all food for their child except for food supplied by the families for the "sharing snack". Licensing and the manager discussed how records specific to food offered to the children will be kept. As well, the licensee is awaiting approval from the EHO for the new water system installed due to the addition of the new building. Licensing and the manager discussed the requirement that children must have access to safe drinking water at all times. Each program room has their own kitchen which has been inspected by the EHO. Each fridge has its own thermometer to ensure the temperature does not exceed 4C for safe food storage.

Observation. An adequate amount of hand washing and cleaning supplies are in the process of being made available in each program room. Licensing and the manager discussed the diapering procedures and ensuring that there is a sturdy surface for changing diapers and a covered container for soiled items in place in each applicable program room.

Observation. During the inspection, licensing and the manager discussed the applicable documents/records that are required to be in place for the new programs located in the new building such as: minor incident logs, child registration records, child emergency records/photos, daily attendance sheets, facility/playground maintenance logs, and any care plans for children requiring extra support.
