- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following in the outdoor playground - There are multiple opening at the bottom of the fence by the rock garden area exposing two of the concrete bases of the fence pole. Those openings are currently being covered by wooden log as a temporary fix. - The sandboxes for both playgrounds are missing sandbox covers. Licensee contact said that the teachers do a sweep before children play in the sandbox - The roof of the wooden house is starting to bend. Items were observed stored on top of the roof. - The backboard of the wooden house is broken from the bottom.
Corrective action. Manager said that she will speak with the landscaper to cover the openings, as well as having the wooden house fixed. Licensee contact said that she will search for a more permanent solution for the sandbox covers.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The child proof lock was broken in two classrooms where the chemicals are stored. The bleach solution in one of the classrooms was removed during inspection. This was a repeat contravention to inspection #CLAN-DD8NZ5
Corrective action. The manager said she will replace those lock immediately

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following during the inspection: -Staff bags located on the floor or in storage that was unlocked. This could contain a potential hazard -Several outlet covers were missing -Multiple cords in classrooms and attached to appliances were accessible. This could present a potential hazard -Rust was observed on the heater in the washroom. This could cause a potential hazard. Please correct by Jan 31, 2025
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. During the inspection Licensing observed items in front of the emergency exit.
Corrective action. Please ensure nothing is placed in front of the emergency exit to ensure a safe exit in case of emergency
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the inspection Licensing observed the following: -Medication used in an emergency was placed in a backpack on the floor of the classroom. This is accessible to children and could present a serious hazard -Hand sanitizer was located in a backpack on the floor within reach of the children -An open sandbox was filled with water. This could present a drowning hazard. Please remove water after each use or when it accumulates. This was corrected. -Multiple plastic bags were located at the children's level. These were accessible -Small pieces and Q-tips were located at the children's level and were accessible -Chemicals in unlocked cupboards. This could present a serious hazard -A disinfectant spray was located at the children's level this could present a hazard. The label read keep out of reach of children. This was removed.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that all of the fire extinguishers were required to be serviced by January 9th, 2025. Fire extinguishers were observed to be within the area of fully charged.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. During the inspection Licensing observed the staff records. Two staff records were missing a first aid certificate
Corrective action. In discussion with the staff the children are sometimes individually supervised by the staff. Please ensure children have immediate access at all times to a staff that holds a first aid and CPR certificate.

A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. Licensing observed that in one clsssroom the container for the soiled diaper did not have a lid.
Corrective action. Ensure that soiled diapers are disposed in a container with a lid cover.
15010 - CCLR s.14(4)(a) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that for the year 2023, the emergency log was not documented on file, though the manager said during the inspection that the emergency drill was completed with the children. This item was previously contravened on Jan. 14, 2022 on inspection report #MZIN-CARNXR.
Corrective action. Ensure that emergency drills are completed yearly and documented.
13050 - CCLR s.56(1)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing observed that one staff did not have their certificate validation on file.
Corrective action. Ensure that certificates are validated by the system in place by the ECE registry.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Licensing observed that two staff did not have their character references on file.
Corrective action. Ensure that staff files are updated and complete.

- STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person. Observation (CORRECTED DURING INSPECTION): Licensing observed the manager and staff files and noted that a file had a Criminal Record Check (CRC) which was expired. The manager during the inspection started the process to update the CRC.
Corrective action. Ensure that the CRC on file is up to date and available on-site.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed exposed nail heads on a plank of wood which was within reach of children in the undercover outdoor play area. In addition, there was also plywood on the ground in the play area outside near the basketball court which was slippery and is a tripping hazard.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed that the emergency drill log for 2021, and the fire drill log for October to December 2021 were not documented on file. Although it was not documented, a staff mentioned that they have completed these drills.
Corrective action. Ensure to document all emergency and fire drills completed.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing observed that the following were missing on file: - one staff's criminal record check - one staff's immunization record status - One staff's certificate validation
Corrective action. Ensure all documents mentioned above are on file and kept in a single place at the facility.
