- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - The children's sleeping mats with children's bedsheets were folded and stacked on top of each other, and were stored in the bathroom. - Sanitizing bottle in the play room is missing. Licensee explained that she used the sanitizing bottle from the bathroom.
Corrective action. Licensee will store the beddings in a different location and to ensur that the bedsheets are not touching and have another sanitizing bottle for the playroom.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed that three of the five mats in the playroom were torn with exposed foam
Corrective action. Licensee explained that she will replace them by next week
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. There are three months of fire drill not being recorded. Licensee explained that she praticed fire drills with the children and had forgotten to record it.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the emergency supplies are not enough to recover from an emergency for four children.
Corrective action. Licensee will ensure to add more food and water into the emergency supply bag

Observation (CORRECTED DURING INSPECTION): The following was observed inside the facility: -A bottle of Lysol cleaner, without a safety cap was behind an unlocked cupboard in the washroom (corrected during inspection) -A bottle of insecticide was placed on the ledge of the facility a bench was close to the bottle making this potentially accessible to children in care
Corrective action. Please ensure hazardous chemicals and cleaners are kept out of the reach of children.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following in the facility: -Loose cords hanging within the children's reach. This could cause a potential hazard (corrected during the inspection) -The crawl space was open and ice skates were observed Licensing observed the following in the outdoor play area of the facility: -A garage door was unlocked. Behind the door were various chemicals at the children's level. (Corrected during the inspection) -A space under the stairs was unlocked. 11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing. Observation (CORRECTED DURING INSPECTION): Licensing observed a used diaper in an uncovered container on the floor of the washroom. The lid was observed beside the container. This is a repeat contravention from inspection #MZIN-C5MS3J. This was corrected during the inspection.
Corrective action. Please ensure the lid is placed on the uncovered container when soiled diapers are in the container
15010 - CCLR s.14(4)(a) - OR SUPERVISION
A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation. Licensing observed the Licensee use the following behavioural guidance during the inspection: -Lifting a child up by one arm with one hand on his forearm, and carrying him by one arm to the front of the washroom -Continuing to hold onto a child's forearm while the child was observed trying to pull away These behavioural guidance strategies may cause a potential injury
Corrective action. Please ensure to provide behavioural guidance that is age appropriate, developmentally appropriate and outlined in the behavioural guidance policy. The booklet, guiding children's behaviour was provided to the Licensee

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. The policies and procedures were reviewed during the inspection. An active play policy was not observed.
13060 - CCLR s.56(1)(d) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. During the inspection Licensing observed there was no emergency policy or emergency supplies. This was corrected during the inspection.
Corrective action. In discussion the Licensee stated her husband had removed the emergency supplies

Observation. Licensing observed that for the months of March, July and August 2023, the date in which the fire drills were completed were not recorded, though the manager said that they have all been completed. This is a repeat contravention noted on report #MZIN-CJGVXC.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that the departure time of the children were not recorded on Sept. 12, 2023, and that the arrival and departure time of childen were not recorded on Sept. 13, 2023. Moreover, records did not indicate when children were absent. This is a repeat contravention noted on reports #MZIN-C5MS3J & #CGEE-BQ3M8R.
Corrective action. Ensure that the arrival, departure and absences of children are recorded on file.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. Licensing observed that a record log of minor incidents were not available on-site.
Corrective action. Ensure that minor incidents are logged in a bound book, with the full date.

Corrective action. Ensure that the immunization status is included on file.

Observation. Upon discussing with the manager, the minor incident log bound book could not be found during the inspection.
Corrective action. Ensure that a minor incident log bound book is readily available in the facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed the staff file and observed that a criminal record check was expired.
Corrective action. Ensure that the criminal record check is updated and included on file.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. The criminal record check for a person over the age of 12 who is ordinarily present has expired. This item is a repeat violation from routine inspection report #CGEE-BQ3M8R (28/May/2020).
Corrective action. Ensure that the criminal record check is updated and included on file.

Corrective action. All requirements of s. 57(2) must be obtained by children's 1st day of care.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. * REPEAT VIOLATION FROM FIR #CGEE-BDANM5 (19/JUN/2019) * The licensee documents present children's attendance on her mobile phone. CCFL discussed the requirement for children's records (this includes attendance) to be available for 2 years, which could be lost from a mobile device.
Corrective action. Please ensure that ALL registered children's daily attendance is recorded (absentees must be documented) & files from 2 years prior are easily obtainable.

A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation. 1 child's end date wasn't documented.
Corrective action. Children's last day of care must be documented.
19180 - CCLR s.57(2)(k) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. * REPEAT VIOLATION FROM FIR #CGEE-BDANM5 (19/JUN/2019) * The licensee stated that a child no longer requires her care plan; however, this was not documented in her file.
Corrective action. The child's care plan must be updated annually w/ her parent to capture the most current information.
19260 - CCLR s.58(2)(b) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. An ordinarily present individual requires a BC Ministry of Justice Criminal Records Review Program criminal record check (CRC).
