A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. The following was observed in the outdoor playground area: - The ground next to the shed was uneven caused by the tree root. Manager had already put in a request to the landlord to fix the issue - Artificial grass is not secure to the ground near the green slide.

Corrective action. Manager will put up a fence to temporary close off the area with uneven ground and will ensure that the artificial grass is secure to the ground.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Care plan not developed in consultation with the parent or any person requested by the parent. Manager explained that the child's allergy was not medically confirmed.

Corrective action. Manager will ensure that a care plan for the child's potential allergy is developed with the parent or any parent requested by the parent.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

Observation. One play house in the outdoor area had broken walls and the other play house had a broken roof.

Corrective action. The manager said the houses will be removed

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

Observation. Medication required by a care plan for one child not on site.

Corrective action. The manager said that medication on a care plan will be available.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The emergency kit did not have enough food and water for the children for 72 hours. Some supplies were expired

Corrective action. The manager said enough food and water for 72 hours will be available with current expiry dates

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person. Observation (CORRECTED DURING INSPECTION): 5 staff files were reviewed. 1 was missing a criminal record check

Corrective action. Criminal Record check was obtained during inspection

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history. Observation (CORRECTED DURING INSPECTION): 5 staff files were reviewed and a resume was not available in two files.

Corrective action. Resumes were obtained from Manager during inspection

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. 5 staff files were reviewed. Immunization status was not obtained for one employee

Corrective action. The Manager said the immunization status of the employee will be obtained

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. 5 staff files were reviewed. One was missing evidence of reference being checking

Corrective action. The manager said evidence of a character reference will be available in all files

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Fridge temperature was measured at 8c.

Corrective action. To ensure safe food storage the manager will ensure the fridge is between 0-4c

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. There are not enough emergency supplies for 20 children for up to 72 hours.

Corrective action. The manager will ensure that there are enough supplies for up to 72 hours.

Observation. Staff used inappropriate behavioural guidance.

Corrective action. The manger will review appropriate guidance strategies.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Contact information for a doctor or medical clinic was not available for three children.

Corrective action. The manager said he will remind the families to provide the required information.

A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services

Observation. Files for 13 children were reviewed. Evidence of the family being given a copy of the parent contract was not available in three files.

Corrective action. Please ensure evidence of families being provided a copy of the parent contract is available in all files.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Files for 13 children were reviewed. Contact information for a doctor or medical clinic was not available in four files and contact information for an emergency contact was not available in two files.

Corrective action. Please ensure all files contain the required information.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Files for 13 children were reviewed. A medical insurance plan number was missing in three files.

Corrective action. Please ensure a medical insurance plan number is available in all files.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Attendance records from January 19, 2024 - January 25, 2024 were reviewed. Time in, time out and absences were missing on multiple days for multiple children.

Corrective action. Please ensure daily attendance including time in, time out and absences is recorded.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for three staff.

Corrective action. Please ensure that immunization status is obtained for all staff.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Files for five staff were reviewed. One ECE Certificate had not been verified through the ECE Registry.

Corrective action. Please ensure all ECE Certificates have been verified though the ECE Registry and proof of verification is available.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Five staff files were reviewed. Evidence of references being verified was not available in any file.

Corrective action. Please ensure evidence of references being verified is available for all staff.
