    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following; (a) Walls in the secondary play area (near the kitchen) have paint chipped , exposing Jyprok (b) Door handle for an EXIT door is broken (c) Front play room is cluttered and toys are scattered all over the floor (d) Bathroom floor around the toilet is dirty full of debris, dirt, and papers

    Corrective action. Manager stated the following: (a) He will work on getting the walls sanded and painted (b) He has a new door handle and will replace the broken one (c) He will work on de-cluttering the toys and having children clean up after play (d) He will ensure he cleans and sanitizes the bathroom daily

    A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

    Observation. Licensing observed the following in the outdoor play area: (a) 2 bikes have broken tires, 1 bike has broken handle bar, and 1 bike has broken pedal (b) Metal climber has Rust on the platform, sides, and legs (c) Climber is covered in dirt, mud, and debris (d) 2 child sized chairs are broken and scattered throughout the playground

    Corrective action. Manager stated the following: (a) & (d) broken items will be thrown away (b) Rust will be cleaned and covered (c) Climber will be washed

    Observation. Licensing reviewed children's files and confirmed 2 children's files were missing.

    Corrective action. Manager stated he misplaced the files and will families to complete the forms again. He was able to produce emergency contact numbers for both children.

    Observation. Paper towels and Kleenex were scattered on the bathroom floor around the toilet.

    Corrective action. Licensee stated the current garbage can was broken, and they will purchase a garbage can to keep in the bathroom for children to throw paper towels and Kleenex.

    Observation. Upon inspection, Licensing found that there were broken material in the outdoor play area. The Manager explained that he will fix this and will be adding more woodchips.

    Observation. Upon inspection, Licensing found several shelves that were unstable, posing a fall hazard. The Manager is aware that the shelves are not sturdy and plans to remove them from the program.

    Observation. Licensing observed 2 preschool aged children playing in the front play room with the door closed limiting visual and auditory supervision. Licensee confirmed this happens often and he has tried to keep the door open however it doesn't work.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. During inspection, Licensing observed the following: - When the manager was asked how children dry their hands in the washroom, it was said that toilet paper was currently being used, as the facility has ran out of paper towels. - The sleeping mats in the nap room were laid out with no spacing in between the mats. These items were both contravened on April 22, 2020 on routine inspection report #SMOY-BNWS3W.

    Corrective action. Ensure a healthy and safe environment is provided at all time when children are in care. Licensing discussed the need to have paper towels in the washroom to dry hands. The use of toilet paper is not permitted as there is the possibility of cross contamination from an individual using the toilet and the person using the same roll to dry their hands. The sleeping mats need to be laid out in a manner that the mats and children's beddings do not come in contact with the other mats and children's beddings to prevent cross contamination.

    Observation. Licensing observed that the cabinet under the sink in the bathroom was unlocked and contained cleaning substances which were acessible to children.

    Corrective action. Ensure children do not have access to substances that may be hazardous to their health and safety. The manager said that the cleaning substances will be stored in a place not accessible to children.

Observation (CORRECTED DURING INSPECTION): Licensing observed that the name of the manager was not displayed in a prominent place in the community care facility.

    Corrective action. Ensure that the name of the manager is displayed in a prominent place in the community care facility. This was corrected during the inspection.

    Observation. Licensing checked the children's records and noted the following: - One child was missing their medical insurance plan number on file - Two children are missing their immunization status on file (This item was contravened on Mar. 20, 2019 on routine inspection report #KSEY-BAFNGB).

    Corrective action. Ensure children's records are complete and on file.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The Licensing Officer (LO) observed/noted the following: 1) in the washroom there were individual cloth towels for the children to dry their hands on. The LO washed their hands upon arrival and there were no paper towels to dry their hands. When the LO asked the Licensee for a paper towel they were directed to use the toilet paper in the washroom. There was no garbage can in the washroom. The Licensee is using a open box to recycle used toilet paper rolls and toilet paper used for drying hands. 2) in the nap room the LO observed 6 mats laid out in a row with no spacing in between the mats.

    Corrective action. The LO discussed with the Licensee the need to have paper towels located in the washroom to dry hands. The use of toilet paper is not permitted as there is the possibility of cross contamination from an individual using the toilet and the person using the same roll to dry their hands. The practice of using toilet paper to dry hands must stop effective April 22, 2020. The LO observed the Licensee sanitizing the children's lunch table however the Licensee used toilet paper to dry the table (this roll was straight from the package). While there is no legislative requirement prohibiting this practice the disintegration of the toilet paper occurred once it became wet and small pieces were breaking off. Licensing recommends the use of paper towels in lieu of toilet paper. The Licensee must provide a garbage can for discarded items in the washroom. This contained must be of a nonporous material in order for it to be able to be washed and sanitized. In discussion with the Licensee the LO explained cloth towels are to be placed in a laundry hamper after each use and laundered daily. Alternatively the Licensee may provide paper towels for the children. The sleeping mats need to be laid out in a manner that the mats and children's bedding do not come in contact with other mats and children bedding to prevent cross contamination. Please refer to the COVID 19 resource provided to the Licensee today entitled "Cleaning and Disinfecting in Childcare".
