A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the following: (a) empty used ceramic coffee mug left on the children's lunch table accessible to children (b) Cabinet in kitchen has bleach and cleaning solution for pets accessible to children. Cabinet has a lock, however, it was not in use at the time of inspection (c) Fabreeze located at the edge of the bathroom counter, accessible to children (d) Bleach Sanitizer located at the edge of the bathroom counter, accessible to children (e) Drawer located at children's level containing plastic bags was left unlocked and accessible to children

Corrective action. Director stated they will correct all of the above and speak to staff to ensure cabinets are locked and things are put away safely and away from children's reach.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Licensing noted the name of manager was not posted.

Corrective action. Director stated she will post the name of manager by the end of the day.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Licensing noted teh fire extinguisher was not serviced annually

Corrective action. Director stated she will go and get the fire extringuisher serviced.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Licensing reviewed 5 children's files of which the following was missing: (a) 2/5 missing the name and phone number of an emergency contact (b) 2/5 missing the name and phone number of a medical practitioner

Corrective action. Director stated they will contact families and ensure files are complete and up to date.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Licensing reviewed 5 children's files of which 4/5 files were missing a photo or digital image of the child

Corrective action. Director stated they will connect with families and ensure files are complete and up to date.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing reviewed 4 staff files of which 1 staff did not have a valid Criminal record check.

Corrective action. Director applied for CRC while licensing was completing the inspection and will let licensing know once the CRC has been recieved.

Observation. Two staff certificates were not verified by the system maintained by the early childhood educator registry.

Observation. Two staff did not have criminal record checks completed.

Observation. One staff did not have references obtained.

Observation. A record of person's work history was not obtained for one or more employees.

Observation. Immunization status was not obtained for one or more employees.

Observation. There were no qualified Infant/Toddler staff working in the program from May to July 2024.

Observation. The employee to child ratio was not maintained on several occasions.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Upon inspection, Licensing observed cleaning products (bleach) located in the kitchen were accessible to children.

Corrective action. The Licensee explained that she will lock the cupboards to make them inaccessible to children.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Upon inspection, Licensing observed nap beds with sheets were touching.

Corrective action. The Licensee explained that she will put a space between nap beds.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. Upon inspection, Licensing found that an Early Childhood Educator has worked alone in the program on several occasions.

Corrective action. The Licensee explained that the Infant and Toddler educator will be open and close the program.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Upon inspection, Licensing observed the following: -Emergency supplies are not sufficient for 72 hours. -Fire extinguisher has not been serviced annually.

Corrective action. The Licensee explained that she will add additional items to emergency supplies and that she was unaware that the fire extinguisher is due for service and will look into getting it serviced.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. Upon review of child records, Licensing found that a child with an indicated allergy on their registration form did not have a care plan outlining the course of action recommended by health care professional.

Corrective action. The Licensee explained that the allergy is not severe and will follow up with the parent to develop a care plan.

If for any reason an employee described in Column 1 of the table in section 37 [absent employees] ceases employment, (b) the licensee must ensure that, within 30 days of the date the employee ceases employment, the licensee has sufficient staff to meet the requirements of section 34.

Observation. Upon inspection, the Licensee explained that the Manager has not worked at the facility for three months and has not yet been replaced.

Corrective action. The Licensee explained that updated paperwork will be provided to Licensing.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

Observation. the stairs on the side of the house does not have a gate to prevent the children from going up the stairs

Corrective action. please ensure that a gate is put in place

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. CRC for one staff not available it has been applied for but the results have not been received , staff is not left alone with children

Corrective action. please ensure that the copy is place on file as soon as it is received

Observation. During the follow up inspection, it was noted that a child's file was missing a photograph. This remains outstanding as per routine inspection on April 11th, 2022, inspection # ONIR-CDDQ9Z

Corrective action. Please ensure that children's files have required documentation prior to providing care

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. During the follow up inspection, it was noted that a staff file was missing evidence of their Criminal Record Check (CRC). This remains outstanding as per routine inspection on April 11, 2022, inspection # ONIR-CDDQ9Z. The manager stated that the CRC was completed; however, could not locate the document.

Corrective action. Please ensure staff files contains all required documentation

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. During the inspection the licensee could not produce the policies and procedures of the facility. Licensee stated that the policies and procedures exist but they are not presently at the facility.

Corrective action. Please ensure all policies and procedures are available to guide employees in the care and supervision of children.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. During the inspection 8 random children's files were reviewed and one child was missing a photograph.

Corrective action. Please ensure all children's files are complete.

Observation. During the inspection, 8 random children's files were reviewed and three children's files were missing an emergency contact person.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. During the inspection 2 staff files were reviewed and one staff file was missing their ECE certificate validation.

Corrective action. Please ensure all staff files are complete.

Observation. During the inspection 2 staff files were reviewed and one staff file was missing a CRC. Manager stated that the staff has a CRC but she forgot to add it to the file.

Corrective action. Please ensure all staff files are complete.
