- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Fridge temperature is above 4 degrees Celsius
Corrective action. Staff said that they will inform the Manager to ensure the temperature is between 0 – 4 degrees Celsius.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed during inspection: - Prickly weeds (Spiny Sow Thistles) were observed along the fence area of the outdoor playground where children were playing at. - A hole was observed in the outdoor playground area after the removal of a broken sandbox. This is a tripping hazard. - One of the carpets in the indoor play area has two corners that were curled up, which is a tripping hazard.
Corrective action. Staff said that they will inform the Manager to ensure the play area is safe for children and free of tripping hazard.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. The second emergency exit has something blocking the other side of the door. This was a repeated contravention on report #CLAN-DCXMLA - Jan 14, 2025.
Corrective action. Staff said that they will inform the Manager to remove the item, ensuring the pathway is clear from both sides.
11090 - CCLR s.15(1)(b) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Sanitizing solution was missing in the bathroom. Staff are currently using the sanitizing solution kept in the play area, which is also used for sanitizing eating areas. This can cause potential cross contamination.
Corrective action. Staff said that they will replace the bleach bottle the next day.
15030 - CCLR s.46(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. The Criminal Record Checks for three staff are not site specific. This is a repeat contravention on report #CLAN-DD4QZ4 – Jan 20, 2025.
Corrective action. Staff said that they will inform the Manager to ensure that the Criminal Record Checks are site specific.

Observation. Licensing observed the following: -A loose cord was observed in the play area. -Sunblock and plastic bags were placed within the children's reach
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: -Beds were stacked on top of one another and bedding was touching. Blankets were folded and stacked together. If children are ill, there could be a potential for cross contamination.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. During the inspection Licensing observed a bookshelf blocking access to the emergency exit. In addition a rocking horse and basket with laundry was placed on the stairs restricting access in case of emergency.
Corrective action. Please ensure access to the emergency exit is clear to ensure a safe exit in an emergency
11090 - CCLR s.15(1)(b) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Two children's records were reviewed. Two children have serious allergies and Benadryl was written in the children's records as a course of action by the children's parents. In addition a sign was posted in the classroom with the children's allergies and administering Benadryl was listed as the treatment. A care plan was not observed and a medical authorization form and medication was not present at the facility.
Corrective action. Licensing recommends the Licensee discuss these findings with the parent and provide medical authorization forms and emergency medication if required.
16010 - CCLR s.53(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Four children's records were reviewed. Three children's records were missing Immunization status.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Four children's records were reviewed. Two children's records were missing an emergency contact other than the parent.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. The staff records were reviewed. Staff records were not observed for two employees working at the facility. The following was missing from the employee records: - 2 Criminal record checks - 1 ECE certificate - 4 Character references - 2 Records of Immunization Status - 2 Certificate validations - 2 Resumes or evidence of work history
Corrective action. In discussion the staff stated they had submitted all of the information to the Manager prior to starting employment. Another staff stated she identified to the Manager that her staff record was missing in December. Please ensure staff records are on site prior to the employee starting work at the facility. A health and safety plan is required to be submitted to Licensing.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following items outdoors in the play area, which was within reach of children: - Two rusted nails sticking out of the concrete near the ground. A staff took a picture of this item and said that the facility manager will be informed. - One rusted gardening snipping tool, which was hanging on a furniture outdoors. This item was removed by a staff during the inspection, and a staff took a picture of this item to show the facility manager.
Corrective action. Ensure that there are no objects accessible to children that may be hazardous to their health or safety.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that there was no record of the 2023 emergency drill on file at the facility. This is a repeat contravention on report #MZIN-CCCUFS - Mar. 07, 2022.
Corrective action. Emergency drills are to be completed annually, recorded and dated.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. It was observed that for one staff, although there is a police clearance documentation on file, a Criminal Record Check from the Criminal Records Review Board is required, and should be under the name of the facility. This is a repeat contravention on report #MZIN-CP3VPU - Feb. 15, 2023.
Corrective action. Ensure that the CRC record is completed as per instructions and filed.

Observation. Licensing observed the following in the bathroom: - diaper cream stored in a way that is accessible to children. (This item was previously contravened on Mar. 07, 2022 on inspection report #MZIN-CCCUFS). - A container with bleach was stored under the sink, and was accessible to children. (This item was corrected by a staff during the inspection).
Corrective action. Ensure that children do not have access to substances that may be hazardous to their health or safety.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Licensing observed that one child was missing their date of enrolment on file.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): During inspection, Licensing observed that soiled diapers were in a plastic bag which was hanging from the bathroom cabinet handle and was accessible to children.
Corrective action. Ensure a healthy and safe environment is provided at all times. After this item was pointed out, a staff threw the plastic bag with the soiled diapers inside in the covered container located in the bathroom.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): During inspection, Licensing observed diaper cream stored in a way that is accessible to children in the bathroom.
Corrective action. Ensure diaper creams are stored in an area not accessible to children.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. During inspection, Licensing observed that the name of the facility manager is not identified and displayed in a prominent place in the facility.
Corrective action. Ensure that the name of the facility manager is posted and displayed in a prominent place in the facility.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. During inspection, Licensing observed that there is no sheet available to record and date the annual emergency drill practice. A staff confirmed that although there is a sheet available to record fire drills, emergency drills are not recorded and dated but has been practiced.
Corrective action. Ensure annual emergency drills are recorded and dated.
