A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Diaper changing mat in the bathroom was ripped with exposed foam. This makes it difficult to clean and sanitize.
Corrective action. Manager will replace the changing mat
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. A plastic drawer tower that was over four feet was observed in the play area that was not secured to the wall, posing a tipping hazard. In addition, a wooden board toy was placed on top of the plastic drawer tower.
Corrective action. Manager will ensure that all equipment over four feet are secured to the wall.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Eight children's files were reviewed. An emergency contact was missing from two of the files.
Corrective action. Manager will ensure to obtain the information to ensure that all children's records are complete
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (b) to release a child to someone other than the parent.
Observation. Eight children's files were reviewed. A consent to release a child to someone other than the parent was missing in two of the files.
Corrective action. Manager will ensure that all children's files are complete.
19200 - CCLR s.57(3)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Eight children files were reviewed. One of the files was missing the enrollment date.
Corrective action. Manager will ensure that all children's files are complete
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Two staff files were reviewed. Certificate validation for the most updated license was missing for one of the staff. A certificate validation for a previous license was observed.
Corrective action. Manager will ensure that all staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Two staff files were review. References for one of the staff were unavailable. Manager states that she has the copy but did not include them in the staff files.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed a bottle of antifreeze next to the house. This is a repeat contravention from inspection #CLAN-D4VMYY. Sharp cans were observed in the recycling bin next to the house. These items were located next to the home where the children walk past to access the outdoor play area.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed during the inspection: -Cords in the nap room were located in a drawer that was accessible to children -An additional bottle of bleach and water is required for diapering -A cord was located in a drawer that was accessible to children -Cords were located against the fence in the outdoor play area. -An electrical outlet cover in the washroom and naproom was missing -A used diaper was located in the outdoor play area on the fence -Downspouts in the outdoor play area were sharp to the touch -A gate was observed leaning against the house. This could present a falling hazard -The door to the water tank was unlocked and easy to open. Behind the door was a bottle of chemicals

Observation. A tap in the washroom was loose.
11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Children's records were reviewed. Two children's were missing their immunization status.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: -A slide was placed close to the pavement. Please ensure there is resilient surfacing placed around the slide to ensure a 6 foot fall zone -The facility was using a disinfectant that requires 10 minutes to disinfect surfaces. Other options for disinfecting the surface were discussed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. During the inspection Licensing observed that there were items on the stairs that blocked the emergency exit.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following: -Loose cords on the floor and shelving in the nap rooms. These were not secured -Two bottles of antifreeze were observed beside the house. -A plastic bag was observed sticking out of a drawer at the children's level. This could present a potential hazard -A plastic bag with heavy wooden material was observed on the counter top in the washroom. This could present a falling hazard. -A heater was hot to the touch
11200 - CCLR s.17 - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing observed the staff records. One staff record did not have a criminal record check that was site specific.
Corrective action. Please ensure to put systems in place to create a storage area for the staff records.

Observation. During the inspection Licensing reviewed the Manager's record. No references were noted in the record.

Observation. Licensing observed that for the month of March 2023, the fire drill was not recorded. Though it was not recorded, the manager said that the facility completed the fire drill with the children.
Corrective action. Ensure to record the monthly fire drill.
